I am homebrewing a race which has a wider than normal range of body sizes. I would like to create a choice at character creation between small and medium.
I'm quite interested in this too, is it possible to change the size using a variant race? for example, if you want to make a small variant of the lizardfolk (and therefore, also change their speed etc...) is it possible with a variant?
One question about that. It doesn't seem as if we can choose "Choose a Size" in the Modifier category when creating a race. The option is there for Custom Lineage and the new Lineages in Van Richten's Guide (and you can see it if you make a copy of Custom Lineage or one of the new Van Richten's Lineages), but it doesn't seem as if the option is selectable from the drop-down menu if you make the race from scratch. Any way to fix that?

Thats because thats not how they did it
They added a race mod for sizes meaning you can add them to a choice inside a feature
I know that—I'm talking about the size in the Modifiers menu, not the one on the Overview page. Unless your race is made as a copy of one of the Van Richten's Guide lineages or a custom lineage, you cannot select Choose a Size in the modifiers menu under the Size option. It only gives you Gargantuan, Huge, Large, Medium, Small, and Tiny. Unless there's an option I forgot to tick somewhere that lets you select Choose a Size, it doesn't seem accessible to races made from scratch. I suppose a workaround would be to make it using an Option, but that's a little less elegant than how it's done for the premade lineages.
Instead of using 1 modifier as part of 1 trait, instead add 2 “Options” to that racial trait and add “Modifier: Size->Subtype: Small” to one of the options, and add “Modifier: Size->Subtype: Medium” to the other.

I have used that in the past, but am not actually fond of it since it does absolutely nothing on the character sheet except say it under Features & Traits. To affect the character sheet mechanically, one must also make use of the “Carrying Capacity” Modifier too. So to simplify things in the builder I still use Options and attach both Modifiers with their individual Subtypes to each Option to make it a simple one-click process for the players.

There’s now an even easier way to give a choice of size now that doesn’t involve setting up any Options. Simply create a trait and add the following Modifier to it:

That will grant a choice between Small or Medium for your species.

Your best best is going to be creating separate sub-races for each size.
Rather than subraces, that would possibly be easier with a variant race.

I tried that, it doesn't seem to work when creating the character. Unless I am doing it wrong.
For the race's Size, there's now a "Medium or Small" option.
