I'm needing some help with creating a homebrew character. What I want is a "traditional witch' . I want her to be somewhat good, but can be lead to doing evil things without realizing it. I'm creating 3 of them, but I want all three of them the same, except I want some slight differences in their magical powers. I also want it so that in order for them to use their actual magic, they must all three be present and must form a chain of all three of them, then speak a magic phrase that activates their magic. It requires an action on all three of them to activate their power. Their magic only remains for one cycle. (We use cycles instead of turns, there are 4 cycles per day). They use potions a lot to do things that can't be done with their magic. They constantly use magical items and are always looking for these items. When casting spells, they always use short verbal commands. They also are very good at creating and releasing curses, both good and bad. They are human and are all three blood sisters, their parents were killed by burning. If one sister dies or is killed, she can be reserected (sp?) by the two remaining sisters by performing a ritual on a full moon. The ressurected sister will assume the same form as when she was killed. If a sister is killed by burning, then she cannot be ressurected. The other two sisters must (initiate) a new sister into their covent by performing a special ritual. They are very old (100+ years) but appear as young beautiful ladies. They are also shapeshifters but can only assume the form of a 'living' thing (IE:Plant,animal, person) They cannot assume the form of any non living thing such as a rock or object.
This is about all the information I can give you on them. I need some suggestions on creating them. I would like to introduce them in our next session if at all possible.What class should I use, what background should I use? The rest can be homebrew. I'm just stuck on those two things. Also some suggestions on the mentioned rituals would be nice.
I would personally first look at a hag coven. It’s basically exactly what you want already done up for you. You can just tweak them up a bit and never reveal them by name, make sure you stick to your visual identities for them and you should be set.

If you are thinking about NPCs, a hag coven is a good representation like what IamSPosta mentioned above.
If you are thinking about a PC, a reflavored hexblood warlock would be the best representation.
