I am attempting to create a custom homebrew item where the attack (to hit) and damage are based off the characters spellcasting modifier as opposed to Strength or Dexterity. I am not quite sure how to accomplish this given the homebrew tools. I understand damage and to hit can be overridden on the individual character sheet, but I would prefer this set up properly via the item itself the character does not have to constantly keep up with updating it. Any guidance here would be appreciated.
Currently that is not mechanically possible to program on DDB. You would have to list it in text and the player would have to adjust it manually on their character sheet.
If your player optimized at all, then they started as a level one character with either a 14 or 16 in that ability anyway. That means if they set that weapon’s Attack and Damage Modifiers to match their spellcasting Ability, they would only have to increase them both by one, twice, by level 20 when they increase that ability with their ASIs. That’s not such a hardship.
I replaced strength with wisdom for a homebrew item for a druid PC. You can take a look and make a copy. I had to dig around in the modifiers a bit but I found it. Wanted an always on Shillelagh.

That modifier you used: “Bonus: Magic Item Attack With Wisdom” will make it so that they use Wisdom to attack with every magic weapon, not just that one. (Even something as simple as a Moon-Touched Sword.)
Edit: I see what you mean now, you're right. A magic item will get the bonus. I can live with that for now. Don't expect that character will get a new magic weapon for some time, and when they do likely to be a straight upgrade anyway.
Weird that you can't do it for only one item. I had no idea item modifiers could "carry over" to other items.
Looks like it is working on my player's character sheet. +2 DEX and +3 WIS, reflected in actions:

Could you Create a spell that does the same damage as the weapon and adds their spell attack modifier? Then add that spell to the weapon, then that spell would be added to their actions? I have not tried this but it was just a thought... I guess both would appear on their character sheet kind of cluttering it up but I guess you could allow them to use either they choose, if their physical bonus gets higher or spell attack get's higher due to ASI then they can use the other action. Just saw this was from a year ago, but I already typed it all up so I'm posting it anyways haha

Dang, that's a bit disappointing, but thanks for confirming! I appreciate it.
