Starting at 1st level, you project an aura of cold mist within 10 feet of yourself. If you deal damage to a creature in this area, that creature takes an additional 1d4 cold damage. This damage increases as you gain levels in this class: to 1d6 at 2nd level, 1d8 at 3rd level, 1d10 at 4th level, and 1d12 at 5th level.
Eye of Frost
Also at 1st level, you learn the ray of frost cantrip. Your spellcasting ability for it is Charisma, your attack bonus is equal to your Charisma modifier + your proficiency bonus, and you can only cast it from your missing eye. If you replace your missing eye with a magic item, you cast ray of frost from it instead.
Starting at 3rd level, when you hit a creature with your ray of frost spell, the target also becomes restrained. A creature restrained in this way can use its action to attempt a Strength check against a DC of 8 + your Charisma modifier + your proficiency bonus, ending the effect on itself on a success.
Cold Resistance
At 2nd level, you gain resistance to cold damage. This becomes immunity to cold damage at 4th level.
Swift Cut
Starting at 5th level, when you take the Attack action to make a melee attack with a finesse weapon, you can make one attack with that weapon as a bonus action.
I made this a while ago based on the one-eyed shiver from PotA. Turns out it's a sorcerer 5/one-eyed shiver 4. See this Unearthed Arcana for the answer to the question of what prestige classes are doing in 5th Edition.
I like it, but it needs just a little more. I need guaranteed proficiency in a melee finesse to make the 5th level feature worth it. The only melee finesse weapon that isn't a blade is a whip. With that in mind, appropriate names include Swift Sword, Swift Swing, and Quick Cut.
On another note, could I replace the eye with Ersatz Eye or Eye of Vecna and still receive the benefits? Also I love the idea of winking and a ray of frost comes out.

How about shortswords at 3rd level? You also have a mainly melee feature at first level; it seems cruel limit a sorcerer/one-eyed shiver to 2d4 melee damage.

2d4+2d12. That averages to 4d8.
