They've unlocked ASI's by default, no? If not yet; go with Variant Human as the base for your custom race. Variant Human already has floating ASI's by default.

You can do Variant Human as a base, but you don't have to (I don't know if there are any but there may be complications from using Variant Human as your copy, at minimum you're deleting stuff, I prefer to homebrew truly new stuff from a blank page, so to speak).
If you want to start from scratch too, you can also do this:
Give the Race the trait "+2 to Ability Score"
Give that trait a modifier
Select Bonus for Modifier Type
Select Choose and Ability Score for Modifier Subtype
Enter 2 as fixed value
You're done, do again for +1 to Ability Score
My homebrew skills are weak, though I did get this far with two minutes of playing. Problem: I fear this may give a player the option to do a +3 to one stat. I'm assuming there's some way to control that, meaning a filter or logic rule that prevents the +2 and +1 from attaching to the same stat. Is it your homebrewed race or one you added to your collection from someone else? If it was added you cannot edit it at all, you would have to recreate it from scratch. If it’s yours then you want to make a “Replacement” feature set to replace the Granted ASI feature. Then you create two Options, one for the +2 & +1, the other for the +1×3.

But it's not a complex logic expression. If you apply one mod to one of the six abilities, the next mod can be applied to one of the six abilities excluding the first mod. I mean DDB got it to work on the Half-Elf as Shepherd Hubbard's pointed out. I'd prefer to be able to just enter the mods I want with the logic restriction rather than having to copy a race and have to delete two out of three features. For me starting from scratch is cleaner, because I forget to clean up myself.
This is one of those situations where folks who are asking for the "real keys" to brewing as opposed to the dilluted tools they give homebrew have a point. It's a logic expression, but not a particularly exotic or complicated one, that they used on one of the more popular racial options. I'd like to be able to build races more in line with "the future of D&D" and this while a minor frustration is nevertheless a frustration.

As you might have noticed, the official stuff programmed by the DDB Devs works properly, it’s just the stuff is User/Guest accounts can make that cannot do it.
