Can cast Charm Person once with this trait and regain the ability to do so when you finish a long rest. Charisma is your spellcasting ability for it.
You gain a Bite attack. The attack is Melee weapon attack that you can use on one willing creature, a creature that is grappled by you, incapacitated, or restrained. It deals 1d6 + Strength modifier piercing damage plus 1d6 necrotic damage, and you regains hit points equal to the amount of necrotic damage dealt. The necrotic damage increases to 2d6 at 5th level and 3d6 at 11th level.

Resistance to Necrotic Damage
When you are forced to make a Death Saving Throw you may choose to automatically succeeed instead of rolling. This does not prevent automatic failures such as the result from taking additional damage.
3d6 necrotic damage is far too much for essentially a cantrip, I would begin it at 1d6. You could make it exactly like a cantrip, the necrotic damage increasing at set character levels. It should also be 1d4+Str for the straight bite damage.

I actually just straight copied it from the monster Manuel Vampire, but looking back at it the Vampure spawn onmy does 2d6. So I do like the idea of scaling it by level. The base damage for both those is 1d6 plus strength for the actual bite (fangs do more I guess), so I’m going to keep that part of the damage the same. Will edit original post to reflect that change.
was thinking of giving them sunlight sensitivity similar to a dark elf though don’t think my current incarnation is good enough to warrant that hiderance, thoughts?
How about if you give them resistance to necrotic damage and sunlight sensitivity? Scion of the Dead is also incredibly powerful; you go down but can't die unless the enemy keeps hitting you. I would change it to something like the shadow sorcerer's 1st level ability.

slightly altered Scion of the dead so now you choose to roll or you just succeed. Why it maybe somewhat powerful the functionality is very different than shadow Sorcerer which allows you to actually continue fighting. This just keeps you from bleeding out, unless someone takes the time to stake you/decapitate you or otherwise make sure you are finished off like your vampire ancestry. Also if you choose to succeed you lose the chance of rolling that Naturally 20 and popping back up (something I’ve done twice in one encounter before) so there is a downside to using it.
My take in this thing. (In Spanish). It's pretty close, but I used a different take on some regards. I made the charm part of some other spells, like the Tiefling it self. (Friends and Spiderwalk), no bite attack but instead one temporal hit points in a critic, skills, and that. But the premise is very close.

Well I can’t read the Spanish, lol, but I actually thought about adding spells like tiefling, though I was thinking Misty step (cause vampires can turn to mist, and Spider climb along with Charm person. But I feel like the race is getting enough stuff as is. I want it to be good but not so over powered everyone will default to it.

I understand it. But I didn't put a recover+attack trait like your idea. Both takes are close actually.
