For the DM options I present the Brick of Babel. I haven't made homebrew in a while so it may be a little rough. As always, I am open to feedback.
The Brick of Babel
Wondrous item, rare
A Brick of Babel appears to be a normal brick though an aura of divine magic can be found using magic. This brick has the thrown property with a normal range of 20 feet and a long range of 30 feet. When you hit a creature with this weapon it does 1d4 bludgeoning damage plus 1d4 psychic damage. You use strength for all ranged attacks with this brick instead of dexterity. On a hit, if the target can speak at least one language, the target must make a DC 15 Wisdom saving throw. On a success, they do not suffer from any other effect. On a fail, they immediately lose the ability to read, write, and speak all languages that they know and whoever threw the brick must pick one language that the target didn't know. They can now read, write, and speak that language fluently, as if they have known that language their entire life. A creature who has failed the saving throw can repeat it at daybreak each morning. On a successful save, the effect ends.
If the brick is used in the construction of a building and the building is not over 24,000 cubic feet on the inside then all speech and writing inside of the building is completely unintelligible. All writing looks like it is in an unknown language and all speech sounds like gibberish. If the building is over 24,000 cubic feet then it will only affect the rooms closest to it until the next added room would go over this limit.
An ancient kingdom once grew vain and conceited with their rise to power. They had conquered many countries and enjoyed vast wealth and prosperity. Eventually, they grew so sure of themselves that they decided that since they were surely as important as the gods, they had no need to serve them. After destroying all their temples, they began to believe that living below the gods on earth was shameful. Surely they deserved a spot in the heavens with the other gods. So this kingdom began to build a tower with the goal of reaching heaven from the earth. These people worked well together and kept climbing higher and higher in the hopes of reaching the height of Mount Celestia. The gods grew enraged by the kingdoms vanity and impudence. They would not tolerate this insult to their might any longer. So the people were cursed and they could no longer communicate with each other properly. Their tongues were twisted and changed, they no longer spoke the same languages. Hundreds of voices argued in hundreds of different dialects that day. The construction was immediately abandoned in the midst of the turmoil and chaos. The kingdom was torn to shreds as all the citizens left the city in hopes of finding others who spoke their tongue. The tower crumbled and fell, but its bricks still bear the touch of divine magic.

*Facepalms* Of course. I can't believe I didn't notice that.
And you're right. A lot of them are pretty setting specific. Since there are so many languages in the real world I would have just said that somewhere the language Nordmaarian exists if it was my own game but I realize that wouldn't work for other people. I did want it to be randomly determined but I don't know how to make that work. I'll just make it so that whoever throws the brick chooses.

Thanks so much for catching those massive flaws.
Perhaps you could weigh the table to make it a d100, Give the setting specific or rare languages one number, while more common languages like Elvish, Orc and Dwarvish occupy multiple numbers.
As to setting specific languages, you can add an asterisk to the result and add a qualifier like:
*If the language doesn't exist in the setting, the DM decides the most appropriate alternative.

Architect's Amulet Very Rare, requires attunement
The Architect's Amulet is a finely crafted necklace adorned with intricate engravings of architectural designs. It emanates a faint aura of transmutation magic. When worn, it grants the wearer the ability to manipulate buildings and structures that they can see within 100 ft of themselves. This amulet has 5 charges, as an action you can expend one or more charges to activate one of the following abilities:
(1 charge) Architect's Insight: you learn the exact location of each hidden passage, weak point, or potential trap within range that is not behind total magical cover.
(1 or more charges) Build: you create a makeshift wall out of scrap materials you can see within range. For each charge you expend you can create one panel up to 10ft tall, 10 ft long and 1 ft thick. This wall must be resting on the ground or attached to a solid structure. The wall has AC 20 and 50 hit points, it lasts for 2 hours or until destroyed.
(3 charges) Demolition Touch: you destroy a 10ft x 10ft x 10ft cube of worked stone, wood, brick, or plaster that you can touch.
(2 charges) Architectural Vision: you witness one significant event that occurred within the structure or that directly affected the structure, such as battles, natural disasters, important meetings, or notable deaths. [Notes: recalling all the history of a 2000 year old building would take ages and be irritating for the DM, generally the players have something specific in mind they want to learn]
The amulet regains all charges after a long rest.
Agile mind removed some of the features and reworded it so that it would be easier to run adding correct sizes so that it would be less irritating
Very good how will the voting system work, will it be a pole with links to all the homebrew and what happens if there is a tie?
You can find those answers in the very first post in this thread in the spoiler under the heading “Voting.” I may not get links into the poll, but everything is linked in the very first post of this thread inside the spoiler under the heading “Contestants” for ease of access.
"Voting will start Wednesday June 7th (or thereabouts, once the survey is made) and will end at midnight (EST) on Saturday June 17th. A Google Forms poll for each category will be posted on this thread, and all may vote on it - including and especially contestants. Contestants are encouraged to vote 5 and 5 on their own submissions; all scores will have 5 subtracted from both voting categories. Scores are assigned using a numerical value from 1 (poor) to 5 (excellent). ,"
I may just be being dumb but does this basically say that contestants are allowed to vote on there own as a ranking of 5

Not “allowed to,” encouraged to. It was either that or use the honor system and trust everyone to not vote for themselves at all. But that kinda spoils the anonymity of the voting since it would be obvious whose survey was whose, so I went with this idea instead. It’s basically up to whoever is running the contest exactly how the rules will work each time within certain limitations. Whoever wins this contest (#XV) will run the next one (#XVI), and they might decide to go back to the honor system again for that one. 🤷♂️

Ok I'm confused so is it you may leave a rating on any homebrew or only one not including your own

So basically, the judge deducts 5 points from every contestant. If you vote 5 for your own that counteracts that. So you want to vote 5 for yourself so that you start at baseline 0.
