I'm working on creating a weapon that allows you to replace your strength modifier with your intelligence modifier for you attack and damage rolls, similar to how finesse uses dex instead of str. I've so far been unable to find a way to do that in the homebrew creation menu. Any tips would be appreciated.
I think I understand what you're going for: a weapon whose damage hinges on your knowledge of how it works and how to use it to damage an enemy. It sounds sort of like how wizard spells work. I don't believe there is a way to change which stat a weapon uses. A possible workaround would be to make the weapon have a "spell" that has damage that keys off intelligence. That said, I'm not sure if there is a way to make a spell use a specific stat.
Worst case scenario, you can just write it in the item's description and your players will have to do some simple math.
You can certainly set any weapon you like to use a different stat on the character sheet. Just click the weapon and select customize, then set the stat you want (in this case int).
It's not possible to create a homebrew item that does this currently.
Is there a way to do this to a subclass. Im working on a making a battle mage subclass, which is a type of wizard, and they use there intelligence mod for damage. But I cant find a way to do that. The reason the get to add int to damage is they use there int to put the strike where it needs to be, like certain organs they are trying to hit which requires int to know what and where they are on your opponent. please help because I’ve tried everything I can think of to work this in for a subclass.

In my campaign, my players defeated a (version of a) Star Spawn Seer, and I allowed for its 'Comet Staff' to become a homebrew weapon, where there is an option to use intelligence rather than strength on the attacks. For this, I'd like to be able to set the weapon similarly to how finesse logic works between STR and DEX - in that it chooses the higher stat between INT or STR (although the further abilities of the item only work when used with INT).
There's a modifier for using any other stat in place of the default one:
Bonus > Magic Item Attack With Charisma Bonus > Magic Item Attack With Constitution Bonus > Magic Item Attack With Dexterity Bonus > Magic Item Attack With Intelligence Bonus > Magic Item Attack With Strength Bonus > Magic Item Attack With Wisdom

I reworked the Blood Hunter around a similar concept instead I broadened the idea.
The blood hunter is smarter and deadlier. So his attacks have nothing to do with how he looks. Instead, his attack has everything to do with how smart he is with his weapons.
The idea is he's not killing you with brute strength. He outsmarted you to death.

Yes, but there’s no way to make a bonus based on an ability modifier only apply to damage I don’t think. Not in a way that will get automatically calculated in by the system at least. Like in the question I answered, to make a longbow that still uses Dex for the attack and damage rolls, but also adds Wis to damage rolls too. If I recall correctly that doesn’t work unless something has changed.
Just remember that as long as you have it the Modifier will apply Int to every attack you make with any magic weapon.
And that's kind of what I'm trying to avoid for one of my things. (Ik, Necro, meh, it applies and it's one of the more popular topic from google so.. helps others)

I dont know of a way this could work, but Im curious as to why you want this. Intelligence isnt really a combat thing

So you essentially want an Item with Shillelagh permanently built it? Maybe give the cantrip to the character and then apply it to the weapon?

Just made an item and tested it: works fine and uses int for damage as well.
