Is there a way to create a weapon that uses a different modifier than Strength and Dexterity? if there is im just extremely blind.
(example is how shillelagh changes the modifier to your spellcasting ability)
Unfortunatly no. If you're trying to build a hexblade weapon, I believe there's a checkbox for it on the character sheet. You can always request the feature you describe on the What additional modifiers would you like to see available in homebrew? thread.

For now I think you would just have to do something like the following:"While attuned to this weapon, you can use your spellcasting ability modifier instead of strength or dexterity for attacks and damage rolls."
