I'm trying to code the Stone Soul UA. I can set unarmored to 13+Con simply enough. I can't figure out any way to make it not add Dex as well. Any thoughts?

Why remove Dex? Does being a Stone Sorc mean you cannot evade an attack?
The 10 in an AC is a challenge to the attack roll to determine if they actually aimed to hit you correctly. Failing to meet the 10 means they missed, rather than you evaded/withstood. Getting 10 or higher on attack roll means they did aim correctly.
The Dex is your movement to try and evade the attack if they aimed correctly. If they hit the 10 but not enough to cover your Dex it means you moved out of the way. Some armours may reduce or negate this because they restrict movement.
Armour bonus is the protection offered by the armour so even if it hits you, this determines if it was enough to damage you.
Adding con is similar to the armour bonus in principle.

Because it would be overpowered to let you add two stats to your AC calculation. That's just how the ability works. It says "13+ConMod" not "13+ConMod+DexMod".
It's worth pointing out, that the original ability in the Stone Sorcerer says "As an action, you can gain a base AC of 13 + your Constitution modifier if you aren’t wearing armor, and your skin assumes a stony appearance."
Any disagreements about this are not with the poster, but with D&D. The Stone Sorcerer has not made it to a book, likely after similar criticism to what has been presented here.

While I agree narratively it doesn't make a lot of sense there are plenty of similar examples. There's no narrative reason a Lizardfolk's Base 13 unarmored wouldn't stack with a Monk's unarmored defense. But it doesn't work that way mechanically. I think it's actually a cool design decision to make the subclass a bit less MAD and/or allow you to make a Str based gish which is more in line with the flavor of the Stone Soul origin.

This requires two modifiers.
First, Modifier: Set -> Submodifier: Unarmored Armor Class -> Primary Stat: Con -> Fixed Value: 3.
Now the Unarmored AC is equal to 13+con+dex. So, we add another modifier.
Modifier: Ignore -> Submodifier: Unarmored Dex AC Bonus.
