To homebrew a subclass with a similar feature I would have to create a Class Feature called Bonus Proficiency, and then add Class Feature Options to that Feature. I would have to add five options in total: One for each Skill Proficiency, and one for Choose a Language.

I'm wanting to create homebrew race that gets a choice of being proficient Perception or Investigation. How do you program in the homebrew.

Use the Options feature.
From your feature, add two options, one granting Perception proficiency and another granting Investigation.
Then in "Character LEvels Where Options Known" put 1.
