After a lot ( hours -_-") of experimenting I have figured out if you leave the Fixed Value null and pick innate it will default to the speed for your size category and changes with monk speeds. Otherwise, anything else sets it to the Fixed Value on innate sets it to that number, then non innate is weird and I can't keep up with what it is doing, but that may be because I was trying to build a race that starts gets better speed at a higher level. On that note even when setting Required Character Level to a number it always activates speeds at level 1 regardless of the Required Character Level. Think I should post that under bugs? I could work around by making it an option that is only available at a level.

Correct, setting a speed as “innate” and leaving the fixed value field will automatically match that speed to the PC’s Walking speed. So any bonuses to walking speed will also benefit that speed as well. Entering a fixed value for an “innate” speed will set that speed at that number.
Correct, any Modifiers you attach to any racial trait will automatically apply to that character starting at 1st level, regardless of whatever level you set for that that trait. Yes, you should report it, if more people report it then maybe (snowball’s chance in hell) they might finally do something about it.
I’m not sure. It should, but you might need to use Subtype: Innate Speed (Swimming). I honestly don’t know.

I know this is an old forum but would the mobile feat work for innate or regular walking speed?
The Mobile feat should increase the character’s speed regardless of how the base speed was set up.
