I am curious about the second part of the locket... it mentions that they get to use the Lucky Feat "1/days". Does that mean that they get access to the full benefit of the Lucky feat every day? Does it mean that, for one single day only they can give themselves the Lucky feat? Or does it mean that they get access to a single Re-roll per day that follows the rules of the Lucky feat?
“Whenever you make an attack roll, an ability check, or a saving throw, you can roll an additional d20. You can choose to use this feature after you roll the die, but before the outcome is determined. You choose which of the d20s is used for the attack roll, ability check, or saving throw. You can also usr this feature when an attack roll is made against you. Roll a d20, and then choose whether the attack uses the attacker's roll or yours. Once you use this feature, you can't use it again until you finish a long rest.“
With that wording it is way clearer what you mean, plus this way, if they take the Luck feat they can use both.
Also, keep in mind that both (Deception) and (Insight) have a lot to do with gambling, especially with games like Poker.

I agree with Sposta. It's only a +1 bonus, so applying it to all 3 skill checks doesn't make the magic item too terribly overpowered (especially considering you have to beat a Goddess in a game of chance just to get the item). I think also simply repeating the rules of the Lucky feat outright in the item's description makes more sense than just referencing the Lucky feat.

Lucky is a Long Rest ability. So if a player who has the Lucky feat also has this artifact, it would equate to them having 4 Lucky points instead of 3.

This is my first hombrewed Item i made For my brother's Halfling Rogue (with a little tweaking) and I would love any feed back.
