You can take a level of hexblade warlock as they get a ability that let's them use charisma for attack rolls and damage, plus they get armour and shield proficiencies as well as get martial weapon proficiency. Also, if you go to level 3 of hexblade warlock, you can take pact of the blade and create a pact weapon of your choice and design, plus if you wanna be more tanky and melee focused, if you do take level 3 of hexblade warlocks, taking armour of shadows/mage armour expert to cast mage armour for free and at level 3, take improved pact weapon to make it a +1 weapon and also allows you to turn your pact weapons into ranged weapons if you so choose.
modifying mundane items doesn't exist yet. You'll need to create a magic item. I'd start by editing the hexblade and reverse engineering how they do the feature to allow you to use charisma for damage.

I'm playing a 3rd party campaign that has a sorcerer subclass that allows me to use charisma instead of strength on Melee Weapon attacks, I've tried to copy the information using the homebrew subclass info, but it doesn't give me the bubble option like it does on Hex blades.
No kidding, try this: Make a Class Feature makes “Hex Warrior” and give it an action with the same name. I wouldn’t be surprised if that actually worked.
(That’s the same way you can grant a nonspellcasting class like fighter or Rogue and make them a 1/3 caster. You just give them a feature named “Spellcasting.”)

The Hexblade ability has absolutely nothing to do with “Pact of the Blade” whatsoever. The only thing they have in common is that if you have both features, and if you choose, then they could both be the same weapon.
I made a copy of Hexblade and as far as I can tell the only thing it has different that in any way explains how they get to pick a weapon to use this on is that the actually have a subclass feature named “Hex Warrior.”
If you look at the guts of the Eldritch Knight and the Arcane Trickster the only thing that gives them a spellslot progression is that they have a subclass feature named “Spellcasting.” If you take a Barbarian or a Monk and give it a subclass feature named “Spellcasting” then it will automatically get the exact same progression that the Eldritch Knight and the Arcane Trickster have.
So I was not kidding at all when I suggested giving that a shot. It might not work, but as far as I can see, the only thing that could possibly be coded into the Hexblade to do that is being attached to the name “Hex Warrior” as a subclass feature.
I don't own Xanathar's Guide to Everything on Beyond, if someone can tell me how that "Hex Warrior" subclass feature is build in Beyond, i'd be grateful.

I actually tested out my theory. If you simply add a class feature named “Hex Warrior” it most certainly will allow you to select any one-handed melee weapon with which your character is equipped to be a Hex Weapon and will use Cha for that weapon instead of Dex or Str.
You don’t need any modifiers or snippets or anything, just having a feature named “Hex Warrior” will do the thing.

10 STR // 12 DEX // 13 CON // 8 INT // 14 WIS // 15 CHA <------ standart array..... or else if you get loot, you'll be overweighted every round.

Nice, indeed "Hex Weapon" appears on the item box, and selecting it adds CHA to hit. But not to damage.
Still very nice though, as the problem was more for to hit calculation.

i looked at how the artificer uses int to attack with magic weapon
Cool. But that will only affect attacks with Magic weapons, not any on-handed melee weapon with which you are proficient.
