Ive tried to make a hombrew weapon that increses the strength score by 2 but also raises the cap by 2. The character that is going to use it doesnt have a max strength score yet and the item isnt increasing what it is now. Anyone have a fix? I feel like this might still be a problem if i set the score to whatever it will be since the level up bonuses will override it at some point

You should try copying an existing item that does this and seeing how it does it.
The maximum of an ability score isn't a visible attribute, so if a character isn't near their maximum (usually 20) you won't notice any effect from increasing it

The first one a plies a bonus actually capable of increasing a score above the standard maximum of 20. The second one actually raises the maximum above 20
I have tried the second suggestion and tried using the ioun stone of strength as a reference for what im doing wrong for the actual increase. And neither has fixed the issue. Ive equipped it and attuned on a test character and the score wont go up. But the ioun stone does it and theyre set up exactly the same aside from one being a sword an the other a usable item
ive all but given up on this part of the item. ive re saved it re made it and done every which way for the bonuses to make it work. its refusing to apply its bonus to the character even when its set up exactly how similar items in the official list are. i guess ill just add a new damage type or something since that is actyually working or as a last ditch effort ill pick a number and ittl set the stat to that and thats it. balance be damned. as long as it works
That is the way to do it. You wrote “I have tried the second suggestion....” It will only work if you use both of those modifiers together. I know it works, I have used them myself on other Magic Items. But if you only used the second one it won’t work. If you used both together and it still didn’t work, something was programmed wrong.
The only other thing I can think of is: Did you attune the item?

After you save the modifiers, you must re-save the whole homebrewed magic item, or the system will not pick up the changes.

The way an Ioun Stone is set up it will not take a character’s Ability score above 20.
The way to do what you want is by using a combination of the two Modifiers I suggested earlier.
