I believe the modifier that does this for races like Hill Dwarfs is per level, and the minimum non-zero value you can enter is 1, so I don't think you can do this as a single racial trait.
However, you could still achieve this using multiple traits that kick in at different levels; they may clutter your race details page a bit as you'll need up to 10 depending at levels other abilities you add kick in, but you can hide hitpoint maximum only traits from the character builder and character sheet, so it'll only be an issue for the main race page.

I believe it would be 1 every other level if I remember correctly. But I may be mistaken.
But only one, and not making it the full total of additional hit points?
To be 100% honest I don’t recall exactly. If I were inclined to go back and figure out the exact answer I would add them one way first up to 3rd level and make a test character using the race to see if I was right. If I was wrong I would switch them to the other way. Once I had my answer I would do the rest of the levels.

If you set a feature with an option they have to choose, then you can make a second feature for the HP and make the first one the prerequisite so the rest can be automatically granted. But options can get screwy for racial traits, so I can’t guarantee that everything will go smoothly.
