I'm trying to create a homebrew race that gets a pair of spells that it can cast as 1st level spells at level 3, and as 2nd level spells at level 5. Can anyone tell me what I would need to do to implement this, or if it's not possible?
It is possible, one way to see how its done, would be to Create SubRace, in the top drop down select Elf, then when it brings up the bottom dropdown for the subraces of Elf, select Drow and hit Create (not Create from Scratch).
When it brings it up you will find Drow Magic under Racial Traits. IF you click edit you can see how its done for single spells are setup.
Now when it comes to set levels of spells, say 1st Lvl Wizard spells. When you add a new racial trait, fill that out as normal, then once done goto Add A Spell. In there on the top you have your three boxes. Spell.| Spell Levels. | Spell Class . In Spell Levels select 1st, then in Spell Class select Wizard. Select the Ability Score used for casting. If they have a limit on how often they can be used, then put that number in Number of Uses, Reset Type. Then down further on the page you will have the line that starts Consumes Spell Slot, across on the right you will find Available at Character Level, in the box there put 3. Then save.
Edit to add - If you add single spells, be aware that if any spell is from outside basic rules such as from PHB, you will get a message telling you it cant be submitted publicly when you view the race outside the editor.
Right, I can give them two specific spells (fog cloud and create and destroy water) they can cast at 1st level once they reach level 3, but I can't figure out how to make them cast the same spells at 2nd level at level 5. I can grant 2nd level versions of the spells at level 5, but they'll still be able to cast the 1st level versions.
I need to know how to either:
a) have them lose access to the 1st level versions when they reach level 5 so they can be replaced with 2nd level versions
b) have the cast at level variable increase by 1 when they reach level 5
c) have the spells offer to be cast at level min(2, floor((characterlevel-1)/2))

Set up the race in such a way that when they hit 5th level, the player could activate an “replacement feature type” that would replace the 3rd level feature with the 1st-level versions of the spells with a new feature that grants the 2nd level version.
But it would require active participation by at least the player, if not also the DM to remind them to do it. And while it should theoretically work I haven’t finished testing the new tools in the homebrewer yet, so I can’t put my usual stamp of guarantee on it that I normally would because I haven’t personally tested that specifically yet.

That looks like you have an Action named “Test” with a snippet that says “text,” but the actual description says “this Ability.”
Also, it’s not your browser cache that’s ever usually the issue around here. It’s the server’s internal cache. They usually clear up in about 20 mins most, but you have to remember to refresh your page every couple minutes until it finally happens. You can force trigger a cache refresh by logging out and back in, can cut that time down if it’s on the long side.
