As you pray you slip into a light daydream where you are having a conversation with a higher ranked member of your church. In the daydream you are younger looking and the talk suddenly turns to the nature of different creatures. It quickly lands on goblins and suggests it is not usually in their nature to do what they are currently doing outside Laurentiis. If however, a singular leader was powerful enough they could command hundreds or even thousands of goblins. Such tyrants are not always goblins but the goblins will follow, organize, and obey under a powerful enough individual regardless.

The General arrives with an appropriate honor guard and takes a seat at a long table. Planders begins laying out maps while the General grumbles under his breath, "Damn goblins coming out of the sewers, that's all we need!"
He then invites you to look over the maps and welcomes any advice/ideas you might have about the situation.

Zenodor explains to the General that there are no fixed proposals at this stage, but that we were broadly thinking along two lines:
The first option would be that if the town guards can cope with the Sewers, now that they are warned and prepared, then we could try to move behind enemy lines to disrupt their more long-term plans, find their leadership, etc.
The second line of thinking, is that if they would prefer for us to help, we could take at least one of the tunnel entrances (or perhaps even split our number to support two or three) to aid the defense.
Zenodor also suggests that if the town mages and artificers can be gathered, perhaps enough water could be created or redirected to flood the sewers and Goblin tunnels (ideally after they break through into the sewers but before the army emerges to the surface), as it would likely be quicker and easier to drown them than to fight them.
Finally, Z would like to ask the General for any other information, or perhaps for secret intelligence, that may be useful, or if the General knows of anything else that a small competent force of adventurers might be able to attempt to help the city.

All the guards, Planders, and General Teschar appear to be appropriately concerned and behaving within the limits of what you would expect.

General Teschar points to the maps as he explains, "We can only cave in certain tunnels without either blocking the sewage until it floods the city streets and spreads disease or collapsing the whole city down around our ears but the flooding is a good idea."
"We could put together a few special teams along with the soldiers that will be reassigned to the sewers to hopefully contain them but there are a maze of tunnels and it will only be a matter of time before they find a way into the city. So this is what I propose, we'll contain the goblins and you lot, bolstered by one of the special teams, will make your way to the pumping station. When you're ready to flood the sewers signal us with one of these," he motions to Planders who produces a sending stone for you while holding the other one, "it will only take about 30 minutes to retreat out of the sewers. We will cover our retreat with strategic cave-ins to pin the goblins down long enough to be flooded."
"I know this is grisly business and a lot of goblins will die, but it will save thousands of citizens of Laurentiis."

You have between 24 and 48 hours, probably closer to 24. The exact time the tunnels will breach the sewer system will vary. There is expected to be random skirmishes throughout the sewers as the passages of the sewer system will not allow for large scale battles or troop formations. The goblins will not know the layout of the sewers and this will slow their progress somewhat.

Once Itraxan is done trying to scout the tunnels, Z will ask him to simply keep an eye on the entrances so that we know when the enemy miners come back out and when the main force enters the tunnels - and perhaps even providing a rough count, as this may be useful to know.

Itraxan flies down one of the tunnels, being invisible he goes unnoticed, he sees many goblins coming and going which makes getting an accurate count impossible. Also being underground at the end of a tunnel that has not yet been completed means he doesn't know where it will lead to in the sewers when it is completed. Itraxan guesses by the length of the tunnel and the increased number of goblins in the tunnel (there are more coming than going) that the tunnel will breach the sewers in less than a day.
