Lyra will trudge forward another 15'. If she has visibility to snowman #3, she will use her action to fire off 3 more Eldritch Blast beams at #3 (or if not #3, any other snowman visible):
Eldritch Blast range is 120' so that should not be an issue, only visibility and/or cover. If she can't see any of them, she will use her action to dash another 15' (30' total) forward. No bonus action.
Assuming Donlas' opportunity attack knocked out the villager, Lyra shouts urgently: "3rd snowman shook off my Fear spell" - (points at snowman #3 if she can) - "I will keep Fear going a bit more - keep other 2 running. Hold position by the villager. Focus on snowman #3. Pick them off as they come back. Do NOT heal fallen villager until I drop Fear. Maybe stabilize and blindfold so they don't see me."
Alternatively if Donlas' opportunity attack did not knock out the villager and they are running due to Fear, then Lyra is forced to drop Fear. Would still do the Eldritch Blast as above though.
Flying another 30' forward to be next to the fallen villager, Jack expresses frustration with the situation. "They aren't affected at all by my cold magics...It's rare, but when it happens I am not in a very good position to do much about it."
Holding his hand in the air, a swirl of wind gather's together some of the snow and soldifies it into a dagger made of ice which he then hurls towards one of the retreating snowmen.
[Cast Ice Knife...if it hits it will do 1d10+5, but the subsequent 2d6 cold damage will have no effect...best I can do and a horrible use of a first level slot...but oh well. :P]

Kosmos Moves closer to the snomen, and sends a blast of searing light into the middle of the leading trio of snomen. They all fail the save, taking damage.
Donlas As the villager goes to run away, you smack them with the hilt of your rapier, knocking them out cold. Need your action though, as that was only your reaction.
Donlas will cast misty step dissappearing in a poof and appearing 30ft forward, after the rest of his movement he is either in C2 or C3 (30ft with misty step+35/2=17.5ft).
He will strike at the snowman in B2 either way, again non-lethally, with his rapier:

Donlas Teleports forward, then moves up and strikes at one of the snowmen, hitting and dealing non-lethal damage.
Batter Moves to the unconscious villager. He is able to tell the man is unconscious but not in mortal danger. He is stable.
Jack Frost Sends a blade of ice at the snomen, but it flies wide, missing.
Lyra Trudges onward, then sends 3 more blasts of power out. All three strike true, hitting #3 and blasting most of its snow away. The form of a villager is revealed almost entirely, prior to snow reforming around them once more.
Snowmen #1 and #2 continue to flee, still caught up by the fear spell. #1 save: 10 #2 save: 10
#3 turns though, moving to attack Donlas. Snowball Ranged Weapon Attack: 9, range 10/60 ft., one target. Hit: 25 bludgeoning plus 9 cold damage. Snowball Ranged Weapon Attack: 18, range 10/60 ft., one target. Hit: 20 bludgeoning plus 8 cold damage.

"I sure hope they are leading us towards the children and not away from them!!" He runs and jumps his total of 40 feet as he tries his best to keep up with the ones possessed by fear.
"And again!!" Kosmos shouts as he sends up his searing sunburst, this time in between snowmen 1 & 2. Radiant damage of 7 with enlarged additional damage of 3 for each of the snowmen unless they CON save of 15.
((I'm posting these as both current and future actions. Seeing his party is more than capable of handling the fight, and that the foes may not actually be foes...Batair's focus has shifted to keeping the villagers safe. He'll attempt any healing or removal of any hexes etc. once the battle is over, and fully intends to return these [parents?] alive and well to the village along with their missing children. He'll also have no choice but to purge any undead (lich and others), and mark their location. The duty of penance demands it.))

Ok first, Lyra uses her full 30' movement to go north, north, northwest 15' through difficult terrain from C29 to B26.
Bonus action: she then uses the free Misty Step from her Fey Touched feat to teleport forward without using a spell slot another 30' north from B26 to B20.
Once at B20, she will fire her Eldritch Blast as described above. The first target is I think snowman #3 who is near Donlas in B11. But Lyra takes great pains to make sure no attack strikes snowman #3 after it is reduced to 0 hp, not wanting to hurt the villager underneath.
Any further beams, if possible and not too far for visibility, are directed at the further snowman who just made their save against her Fear. I think that is snowman #4 who I expect to come back to the group and attack now. If that's not possible then of course would shoot snowman #1 if possible even though snowman #1 is still affected by Fear and still dashing away.
Lyra still maintains concentration on Fear to keep #1 running to minimize snowman attacks against us. It will eventually come back, she thinks, once it makes its save.
Lyra would telepathically shout her suggested priority to the group, pointing instead of using numbers of course: "Please advance no further! Attack #3 if they are still up. Then halt and attack #4 at range since they will come back to us and attack this turn. Then #1 who is still running".
As an aside, for the next map, since none of our character names start with 'S', what do you think about using 'S1', 'S3', 'S4' for snowmen or corresponding 'V2' etc. for the villagers they become once reduced to 0hp?
