Unable to do anything else, Walharrow struggles against Utar's holy chains. His rage-filled resilience proves to be enough to shatter the hold on him, although even this monstrous pirate will need a few seconds before he can raise his weapon again.

Neya rounds the bend to backup Utar (to L-23, which I assumes auto-dismisses her mage hand) in trying to subdue the rampaging Walharrow. She first takes the time to try and smother the fire on Utar. Then, she strikes (using Action Surge) Walharrow several times, aiming the last one at what she assumes is a pressure point.

New Stunning Strike:
Once per turn when you hit a creature with a Monk weapon or an Unarmed Strike, you can expend 1 Focus Point to attempt a stunning strike. The target must make a Constitution saving throw (DC 15). On a failed save, the target has the Stunned condition until the start of your next turn. On a successful save, the target’s Speed is halved until the start of your next turn, and the next attack roll made against the target before then has Advantage.
Utar had been gazing in disbelief as Walharrow shattered his spectral chains into nothing. Shaking off his disbelief as Neya piles into Walharrow, he is reminded of CRAP's usual idiom and, in fairness, if it ain't broke, no point in trying to fix it.
Bonecounter does the talking for him.

Working on the millisecond scale to find more time within the seconds afforded to her, Neya moves to be shoulder to shoulder with Utar and quickly dismisses the embers on his tabbard. Utar is no longer burning. Then, in a fluid movement, the martial artist delivers two blows to the pirate, with a third one put in the mix as an unintended decoy. (Captain Walharrow takes 19 bludgeoning damage.)
Neya exhales and looks at the Minotaur, hoping that he feels shaken by her swift attacks.
Utar shakes away his disbelief on how fast the pirate was able to undo his magical chains and moves in to take advantage of the opportunity created by Neya. Wielding Bonecounter, he adds on the hurt on the Minotaur. A flash of radiance hits Utar's foe at the same time as his weapon. (Captain Walharrow takes 15 bludgeoning and radiant damage.)
Finally noticing what has happened, Bhevek turns within his cells and screams: "What are you doing?! Get me out!" He tries to push the door against the might of Raist's massive purple hand but his effort is hopeless.

Doozey grumbles as he looks to the ground before backing away as if intending to go around once more. Those in the cell closest to the center of the tower however are likely the first to see him rush back towards the fight immediately, his body twisting and contorting in place as he transforms mid-run. Before long Boozey is leaping through the air with claws out and growling fiercely. If he could get to the minotaur's back in that moment he'd dig his claws in deep and hold on for dear life. But had the angle been off in the last moment he'd settle for wall, digging some claws in to hold him place long enough to free up a limb to hammer into Minotaur.
Meanwhile, Taters listened and watched with some bemusement as Bhevek is bullied into a cell. But unable to speak (and honestly not caring too too much with all the fire seemingly dealt with), the feywild touched almiraj simply shook his head dismissively before long over the whole situation, prior to then refocusing again on keeping watch by the stairs, "barring" the exit as best he could until given fresh orders or reason not to.
Movement(Doozey): To J-29, then back to J-27, leaping to the wall next to I-24. (OOC: Alternatively, if allowed to leap onto and cling to Minotaur's back from J-23 instead. More than willing to burn his 1st attack for a psuedo-grapple attempt to make this happen)

Doozey concocts a wild idea on the fly and, turning himself into a halfling-badger hybrid, he builds some momentum before leaping forward. His claws sink into the Minotaur's back (who is now considered grappled as a stunned creature automatically fails STR and DEX saving throws.)
Boozey then adds insult to injury by striking the pirate's back with force. (Captain Walharrow takes 12 bludgeoning and force damage.)
Meanwhile, Tatersmaintains his watch. The almiraj is soon faced with an approaching dwarven jailer, who, showing a bit of surprise seeing the creature there, simply tries to pass by in a forceful manner if so he must. "Move, move!"
-> Shove attack vs. Taters (dodge): 19 -> On a hit, Taters performs a DEX saving throw (DC 12; dodge, Primal Bond):20
Although the jailer is able to lay hands on the winged almiraj, Taters reacts quickly and moves out of the way without necessarily giving the jailer an opening. The dwarf stays put and says in a hurried manner: "Just move! Let me through!"
Raist inches forward {Q-25} and tries to explain the plan to to Bhevek. The halfling jailer is having none of it: "Protect me? I am no babe in need of shelter! Let me out!"

Unable to act, react, or even move, Captain Walharrow shifts in place in an ineffective attempt to shake Doozey off his back. There is little else he can do at the moment.

Neya does not give Walharrow a break. Though he has recovered some of his senses, the pirate captain can do little when it comes to defending himself from Neya's attack barrage. She is careful enough to strike non-lethal portions of the Minotaur's body, but that doesn't mean that the strikes don't hurt. (Walharrow takes 48 bludgeoning damage.)
He stumbles back but recovers quickly. His angry gaze slowly turns to Neya but, before he can retaliate, Utar has a chance to act.

Keeping the pressure on, Utar strikes the Minotaur twice more, adding a bit of radiant light to his first attack for good measure. Walharrow takes a knee, and one of his eyes closes momentarily, but the pirate soon stands back up defiantly for perhaps one last go at it. (Captain Walharrow takes 29 bludgeoning and radiant damage.)
A prisoner in his own tower, Bhevek begins to throw a tantrum in his cell: "Let me out! Let me out! Ukharim! Ukharim!"

Now that the jailer had "proven" himself to be an escapee, Taters began hissing and brandishing his antlers at the man, but not quite attacking him. Yet. In fact, as he overhears Bhevek's complaints, Taters would briefly motion with his head in the direction of the prisoner warden before reaffirming stalwart stance.
As for Doozey, even the sluggardly attempts of Captain Walharrow to try and shrug the werebadger caused him to start to slide down at times. So using agility and nimbleness few outside the kin could manage, the stoutling rapidly scaled the good captain's form. At least until some timely bucking forced him to take the bull by the horns and flip around so that he hung from Walharrow, snozzle to snozzle. Acting quickly, he growled as he planted his feet on the minotaur's chest, reared his head back, and then against ALL better judgement, headbutted Walharrow several times in the head/nose before falling to the ground seeing stars.
