Noticing the dwarven jailer more so than Taters or his gesturing, Bhevek calls out: "Iorg! Iorg! Get me out of here!" Nonetheless, the dwarf seems more focused on finding his way out of the third floor of the tower. In this moment, Taters may remember (@Ori's choice) Bhevek nodding at the passing dwarven jailer on the group's way up to the fourth floor, earlier today (reference).
Unaware of the details of his companion's struggle, Doozey maneuvers over Walharrow's head in an acrobatically cartoonish manner. Before anyone can find amusement in his display, the halfling hunter delves right back into his fighting mode with a solid one-two of headbutts to the Minotaur, though only the second attempt really lands. After the barrage of attacks delivered by Neya and Utar, this headbutt serves as the metaphorical straw that broke the bull's head. (Captain Walharrow takes 9 bludgeoning and force damage and is unconscious, incapacitated, and prone)
(OOC: As per the 2024 rules, this means that Walharrow has 1 HP and automatically starts a Short Rest. However...)
The pirate captain falls to the ground, unconscious. The weight of the massive creature hits the already damaged floor with force, opening a fresh hole in it and delivering the Minotaur onto the second level.
Walharrow would have landed awkwardly into a broken and unoccupied cell in the level below, were it not by Neya's and Utar's quick thinking. His head hits stone and (being an NPC with no death saving throws) blood sprays at an acute angle. Walharrow is dead.
-> Peering into the fresh hole in the ground, Utar and Neya have a chance to perform a reaction (and potentially save Walharrow). Doozey is considered prone and wouldn't be looking into the hole to have a chance to react.
The human holds on to a hoofed leg with all her might, while the orc holds Neya back for support. Being unconscious, the Minotaur has no chance to brace for the impact. He now dangles from the third floor into the second, but CRAP's efforts save him from a lethal fall (reference).
In the meantime, Iorg, the dwarven jailer, tries his luck at pushing past Taters once again. "Let me through, creature!"
-> Shove attack vs. Taters (dodge): 9 (9) -> On a hit, Taters performs a DEX saving throw (DC 12; dodge, Primal Bond):23 (23)

Unarmed Grapple: 27
Monk grapple rules:
• You can use Dex. instead of Str. for the attack and damage rolls of your Unarmed Strikes and Monk Weapons. In addition, when you use the Grapple or Shove option of your Unarmed Strike, you can use Dex. instead of Str. to determine the save DC.
Raist takes the next few seconds to keep Bhevek updated on the latest developments and to ask for his patience. A quick visual inspection (passive insight) tells the elf that the halfling likely doesn't enjoy being told to calm down.
15. Doozey & Taters (98/100 & 40/40; red) - prone, concentrating on Hunter's Mark, in Hybrid Form; Taters dodged;
08. Dwarven Jailer (gray) -
07. Raist (38/38; purple) - concentrating on Bigby's Hand (7);
MAP:
NOTE: Small circles depict rocky debris. The shaded area to the west depicts a section of collapsed floor. The newly marked area in "whiskers" represents the fresh hole in the floor. The small "hands" symbol represents Neya's Mage Hand, and the large one, Raist's Bigby's Hand.
(Captain Walharrow is unconscious, so Neya and Utar go next.)
Bhevek does not have an answers for Utar other than "Let me out! Let me out right now!"Utar hears the halfling's whining as he loosely whips a rope around Walharrow's arms. If magical chains didn't hold the Minotaur for long, what hope does rope have?
Being careful not to step into the hole behind her, and asking Utar to move a bit himself, Neya drags the unconscious pirate onto slightly safer ground.
-> Neya is now at {M-23}; Utar at {M-24}, and Walharrow at {K-23,L-24}.
Hearing that the fight is over, Bhevek readies a dash action to move out of the cell once he is released... or so he hopes.
Groaning and grumbling, Boozey climbs back to his feet clutching his head. It's only after the room stopped spinning a few seconds afterwards that he notices what became of Walharrow... and huffed. Whether that was out of annoyance or satisifaction however is hard to read from the transformed halfling. But with Walharrow contained for the moment Boozey returned to Doozey before hurriedly parkouring his way out of the cell block and past Neya and Utar on his way towards the center.
His pace quickens that much further as Bhevek's complaints began cutting through those of the prisoners, and once he finally sees what's going on, he shoots Raist a disapproving look and hissing in draconic: "Hand. Remove. Now."Doozey doesn't wait to see what became of his strongly worded "request" before turning his attention on the jailor next. "Oi, you! Come 'ere. I have worz wif you."
Bonus Action(Doozey): Revert to Humanoid Form.
Movement/Action(Doozey): To Hurry to Q-27, then if there's any movement left, going to P-27.
Doozey stands back up and begins to forcibly take control of the situation. While Taters keeps guard, Raist does as strongly requested and lets Bhevek go.
Upon being addressed, Iorg, the dwarven guard, punches the wall in frustration, before turning to face Doozey, taking a deep breath, and saying in a slightly calmer manner now that he has let some steam out: "Yes, who are you and what do you want?"
Bhevek storms out of the cell and continues to complain, but his attention soon turns to the unconscious pirate: "What, he freed himself? How? Rampaging pirate almost destroyed my prison! Where is Ukharim?"
WE ARE NOW OUT OF INITIATIVE. YOU MAY DO AS YOU WILL.
Doozey doesn't so much as flinch at Iorg actions. If anything, he looked almost sympathetic for a brief moment, before then hardening his expression once more while offering Iorg his introduction card. "Wha' I wish is, eh wha' 'appem here? Why fire?"He asks as bluntly as possible to avoid being misunderstood. Knowing however it to likely not be enough, he then offers Iorg another card. This one appeared to have a few drying wet splotches and a dried bloody fingerprint on it, but the words on it were otherwise legible and read:
1)What happened here?
2)Why are you running/going?
3)Where did you come from?
4)Are you alright?
5)Where are the others?
While offering the card he first held up 1 finger and then 4 fingers as if to indicate those being his intended question. And if the dwarf starts to complain about why he talked funny or refused to, he opens his mouth wide as a means of explanation, before with a soft glare gesture again to the card, scrutinizing the dwarf all the more for the delay. Seeing Doozey seemed to have things mostly in hand, Taters let his attention drift towards listening more closely towards sounds coming from downstairs to try and gauge if more would be arriving soon, and if so, warn Doozey in turn.
While Utar checks on his companions' health, Doozey aims his efforts toward Iorg. The dwarf's still panting a bit, some adrenaline still present in his veins. He starts responding to the verbal question, and then mending his answers to the written ones all together, paying little attention to their order or Doozey's directed priority. "I am not sure. The Minotaur broke loose somehow, bursting though his cell's door, and reached for an oil lamp. He started rampaging and soon a fire had broken loose. I counted myself lucky when he decided to attack my floor-companion first instead of me." CRAP's mind collectively recalls the dead body Walharrow discarded just before charging at Utar. He continues: "I wasn't about to face that sumavabeetch all by myself, so I ran."Doozey pays close attention to Iorg's words.
As plausible as Iorg's explanation is, you notice his eyes shifting from side to side and a bit of hesitation on his voice. Something is off.
Taters notices audible commotion coming from downstairs. The smell of smoke still rises from below, and it sounds like those responsible for lower floors are busy dealing with the remaining flames. Additionally, six other inmates on this floor continue to cough, complain, beg, and plea.
In the meantime, having his non-directed questions ignored by all around him, Bhevek turns more directly to Raist. He angrily asks: "What were you thinking? I should throw you and your friend there..." He points at Neya"...in a cell and lose the key for playing this stupid trick! At least the pirate is not dead, or you'd have to pay for his ransom too!"
Though nagging demands of instinct left Taters jittery, nothing heard or smelled is enough to warrant putting any effort in grabbing Doozey's attention. Yet. But even a nervous glance down the stairs out of the beast is enough to draw brief attention.
However, rather than address the beast just yet, Doozey gaze zips right back Iorg. "So, you say... Bu' Iz womberin' mow if-..."He stops short growling in frustration, before pulling out his wards once more and quickly shuffling through them. Eventually he offers the guard one that reads: 'A lie of omission is still a lie. So, want to try that again?'While Iorg is reading, Doozey calls out to Bhevek and says something in halfling:
"Kinfolk. Over here. Nevermind others. Found a rat in your barn."
Utar touches his hand to his torso again. His pauldron glows briefly, as does his hand and a small area around it on his torso. He winces as he feels the flesh reknit.
"Maybe we call it evens, Bhevek? Walharrow is down. Iorg needs to quickly re-evaluate his story and it sounds like there is still some commotion going on. I'll throw in not wanting to renegotiate the feel for our prisoner's release."

This time, Iorg doesn't even manage to touch Taters. He is clearly frustrated.

END OF INITIATIVE ROUND 4
(Captain Walharrow is unconscious, so Neya and Utar go next.)
Utar calls back to Raist and the others, "Walharrow is down. It's over!"
He pauses and adds "Bhevek, anyone else kept on this floor?"
Kneeling besides the body of the minotaur, Utar rumages in his pack for rope which he uses to bind Walharrow's arms.
(OOC - Sleight of hand to tie the rope if needed - 7.)
Neya drags (or attempts to) Walharrow a little further away from the hole in the floor.
”He will be taking a bit of rest. An hour at the very least!” she says as she strains to move the Minotaur.
