I think I was looking at the map wrong? I wanted to have Hallanann to be on that dune that's in front of him, taking partial cover behind the peak.
But, Hallanann will use Twinned Spell launch a fire bolt at the two nearest enemies.
Chikra and her camel should be closer in, about L14 (using camel's 50' movement plus a dash, for 75' movement on the first round). Seeing the majority of the raiders entangled, she'll shoot again at the only free raider and then move to close in (she should get to L11).
(Sorry, I missed that people were dashing and only moved you guys 50ft instead of up to 100ft that you would get with dash. If you didn't take another action such as attack then you can move an additional 50ft.)
(Also, It's not very clear in the image what is high and what is low. The light is coming from the right hand side of the picture. The peak of the dune to the south is at M14, and the dark spot at K13 is the shadow of the dune, and is a hill that would be exposed to the enemy.)

Well, regardless, Chikra's close enough to use her shortbow without disadvantage until she gets in melee, and she would have only had 3 squares of movement on this second turn, after getting up from prone.)
(Nah, first round Chikra thought they'd be spending more time trying to shoot from range. Once the tangler grenade came into play, and melee is a more feasible option, she's closing in.)
