The thri-kreen leaps up to 20 feet in any direction, provided its speed isn’t 0. The question is, why the discrepancy? And why don't the thri-kreen PC's have either of these abilities. If a thri-kreen PC becomes an npc, do they suddenly gain the ability to leap as a BA? A thri-kreen PC is the only one in their tribe who can't leap? Also, why don't thri-kreen PC's or spelljammer thri-kreen have the poisonous bite or 1d6 claws?

5E is rooted in the idea that PCs are willing to accept that PCs and NPCs don't share physics, let alone basic biology. Whether you agree or not is a separate question, but it's fundamentally not weird by 5E standards for either one to lack abilities of the other.
If a thri-kreen PC becomes an npc, do they suddenly gain the ability to leap as a BA?
They gain whatever abilities the DM sees fit, since as an NPC they are entirely under the DM's purview. No, WOTC has no intention of providing you with guidance on this.
A thri-kreen PC is the only one in their tribe who can't leap?
Effectively, yes. Just like only the PC is immune to Charm Person.
Also, why don't thri-kreen PC's or spelljammer thri-kreen have the poisonous bite or 1d6 claws?
No-one on this forum is equipped to speculate about WOTC's motivations.
Consider that NPCs don't have a PC class, so if it helps you reason it out you can think of the leaps as features of the class thri-kreen rather than the race. From an in-game perspective, they weren't just sitting around doing nothing while your PC was training to be a fighter or wizard or whatever. From a meta perspective, PCs and NPCs serve different purposes in the game and should not be thought of as interchangeable - limiting monsters by PC restrictions would cripple monster design and just overall be really bad for the game.
The other main answer is that D&D is evolving, and right now in particular the game is at an inflection point. The MM is 8 years old and a new one is slated to come out in a couple years. It's likely the thri-kreen in that updated MM will be better aligned with the content in the spelljammer book.

PC race and monster features dont necessarily translate the same.
They also have different creature types. MM says they're humanoids, but they're not humanoids when they're PCs.
