I just saw that the blue dragon wyrmling has + 4 in perception. Given that its WIS mod is + 0, and that its proficiency bonus is + 2, how did that happen? Do monsters get expertise? Do monsters not follow the rules for PCs? (I'm asking because I was under the impression that they generally did.)

Both. Most of the time, you can figure out how a skill, save DC, damage modifier, etc. was calculated using the stats and proficiency bonus of the monster, but really that isn't a hard rule, and there are certain places where you can find exceptions. It's pretty common for monsters to have a skill that is calculated using double their proficiency bonus, especially dragons, all of which (if I recall correctly) have double their proficiency bonus in perception because of their especially keen senses.
