Yeah, I'd add all 3 of those to that list. I also think Fairies are pretty setting agnostic, so they could be reprinted, too (possibly Harengon, too, but they're less likely, IMO). Changelings and Shifters could happen, as they're the Eberron races that are less specific to the setting and could be easily transported to any other setting, but I think they're fairly unlikely. Here's what I'd say are fairly likely for the remaining 13 races.

I think Thri-kreen’s second pair of arms isn't as powerful as everyone thinks it is; here's why. sure you can have a shield, two weapons, and a spell focus it looks OP at first glance but is it really. Let’s talk about the Thri-kreen AC. It's really not that much better than wearing full plate armor even with max DEX and a shield. A barbarian can still have more AC. Even then you can still increase the AC of full-plate by finding magic armor but that's not guaranteed. Even if you get a shield you still have the same AC as a man in full-plate with a shield. Though the Thri-kreen is more stealthy than a man in full-plate so basically is a lizardfolk and other any races with natural armor and if take dual-wielder feat you can add a plus +1 AC so you'll be 1 point higher AC than everyone else that being said feats are not free or the feat in question is that impactful. Vice versa you can hold a spell focus in one hand so you can cast spells. I don't think this is all that great; only a few classes can make full use of this feature and the same classes would make better use of the war caster feat unless you want an extra weapon in one other arm. Now let us talk about that extra arm attacks it will take your bonus action to make this melee attack with the second weapon without your modifier at most this will do d6 damage and yet you may want to do something else with your bonus action but I don't think you're going to take two-weapon fighting style to make the most out of this feature. Personally don't think the second pear of arms is any more powerful than a variant human that has war-caster or an elf that starts with the same feat but trade advantage on CON saves when you take damage and when a creature provokes an opportunity attack cast a spell at said creature just for a tiny bit more damage and if you want to make the most of it you'll probably want to play half caster or class that has the most of these things I have listed above; all I see is a good race that makes dual-wielding more viable and a feat more relevant just don't give them a feat at level 1 and you're golden.

I really don't think we will see any of the Eberron Races or anything that has been released since Tasha's. But we will see in January for certain.
The Tortle race is setting neutral as they are a Forgotten Realms race from Chult.
I wouldn't put in anything post Tasha's as they're all representive of the new way to do races/lineages. I think you're all also forgetting Human, Dwarf, Elf, Gnome, Halfling etc. Maybe Dragonborn too as I've heard from a few places the Fizban's Dragonborn doesn't so much replace the PHB Dragonborn but exist as another option for Dragonborn. (This is handled lore wise by the PHB Dragonborn being slightly more distantly related to the broader draconic kind or what have you, while the Fizban Dragonborn can see their origins more directly tied to Chromatic/Metallic/Gemstone progenitors.
Neat. These are primarily Spelljammer races and a Dark Sun race (Thri-kreen), right?
I wonder if these will be part of the Mordenkainen's Monsters of the Multiverse book? Or part of the book that was teased with alternate artwork of Boo on the cover?
The Thrikreen were also a race in Spelljammer. They had a tri-hulled ship. I continue to use them in my ongoing campaign.

"Setting neutral" is a vague term. Like, I'd consider Shifter setting-neutral, but not Warforged. Warforged are intrinsically tied to the history and events of Eberron as they were manufactured for a specific war, but Shifters are something that could show up basically anywhere that had lycanthropes. But even Warforged aren't that setting-neutral because they're something that could easily be made in forgotten realms or greyhawk or wherever because artificers and constructs exist, so the "technology" isn't out of reach.
About the only things I wouldn't consider "setting neutral" are things like the dragonmarked races of Eberron, because those are as much about background and history as just solely genetic makeup. Maybe also the Orc of Eberron and Orc of Exandria. I wouldn't even consider Leonin "setting specific." They were introduced in Theros, an M:tG-based, non-FR book, but nothing in their racial description actually mentions Theros. Their descriptions talks a lot about their relationship to 'the gods," but none of those gods are named, which makes them very adaptable.
Honestly, I'd say just about anything other than say the dragonmarked races is fair game, really.

If they absolutely NEED to put in fluff, they should at least make it small little blurbs that cover examples from multiple settings and make it clear that they are not the default for every world.

Maybe, but it isn't a novel. The story comes from the setting and the players, the rules are meant to just be in the background to facilitate the game. So many people have a hard time separating rules from the fluff. That is how we got the "All goblins are evil" and "All Elves are Skinny" VS "Not all goblins are evil" and "Not all Elves are skinny" arguments.
I really hope the Plasmoid keeps Amorphous if it becomes official. You can do a bunch of fun things with it. Back when the Fairy was in UA and it had a similar abilility, I had a Fairy Artificer who would hide out inside their Steel Defender. Tons of fun.

Yeah, a spell needs a line of flavor text, absolutely. But do it like M:tG cards and put it all at the bottom (or all at the top) and italicize it or something for crying out loud.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
