In the city of Waterdeep in the Forgotten Realms, a Harbor Moon (a coin) is worth 50 dragons (gold pieces). Outside the city, the coin is worth 30 dragons. So, you could leave the city, exchange 30 dragons for 1 Harbor Moon, go back into the city, and exchange the Harbor Moon for 50 dragons, for a profit of 20 dragons.
At that point you will have to factor in money changer fee's, and travel time/expenses to reach another settlement with the funds to make that exchange on a scale that impacts the economy. A player could probably still make a profit, but I think the exchange rate would hold ;-)
Sounds like a great hook to catch the interest of a noble/organized crime syndicate/city guard/etc! Maybe someone is forcing these exchange rates or already using them to profit and don't appreciate you muscling in on their turf.
There is also the fact that the Lords of Waterdeep and the City Watch would get wise to your scheme, and there would be Wanted Posters all over the city: DEAD OR ALIVE, the BODY of THIS CRIMINAL, JOHN C. SMITH. PLEASE DELIVER DIRECTLY TO THE YAWNING PORTAL, AND THROW HIM IN! (My PC Wizard is the son of Waterdeep's admiral of the city navy, as well as a member of the Watchful Order, and has full law-enforcement powers.)
I am playing it that the 500k dragons is actually causing a gold shortage in Waterdeep, and is the reason that the Cassalanters need to find the vault. Day to day, people use silver and copper for their transactions, and the big transactions are all done on paper with loan accounts, like through Mirt and the Cassalanters. Or with trade bars of silver, like what was found in the zhent hideout.. The Cassalanters are worth more than 1 mil gold pieces, but they cannot cash out.
In Waterdeep, this would show up as people starting to have to resort to bartering in the marketplace. Maybe gold smiths are going out of business because all of the gold is going towards making new dragons. Trade would also start to break down, since big purchases that would usually require gold cannot happen. Maybe that is why Volo was https://100001****/ willing to offer the manor as a quest reward, because he was having trouble actually selling it.
