When creating homebrewed monsters, is there a specific format for making actions have the rollable dice option once finished? I've seen how it's worded for basic attacks like melee weapons. Is there a way to get it to work for spells that have save DCs? Or AoE spells??
Currently nothing on Monster stat blocks is rollable on DDB.
that is simply not true many monsters have been revamped with rolls within the past 2 months almost all of them by this point
I just checked 6 random statblocks, nothing is rollable. I also checked a random assortment of my saved encounters, nothing was rollable. Please link me to one of these rollable statblocks so I may see for myself.
I did just check ghost, and nothing was roll able, however I am positive that when I had Beyond20 enabled for my browser then I could roll die on the monster pages.

Feeling like there needs to be a meme "Sposta has spoken"
IamSposta is correct, Beyond20 is a 3rd party browser extension; it is fairly useful as it provides rolling in many cases- including on monster pages.
To go back to the question, as IamSposta said currently you can not roll anything on monster stat blocks, regular or homebrewed using Dndbeyond alone. (Devs have mentioned it being one of the features they are working toward implementing, so one day. But today is not that day.) So just write the information like you would see on any monster stat block.
If you want to get Beyond20 then you can download it easily enough and enable that. Overall it worked nicely for overlaying rolling features onto the character sheets and monster stat blocks, which could then be sent to other third party sites like Discord or Roll20. (I mostly removed mine because I regularly revise characters that I make and didn't want the notices popping up of 'click on the features tab' whenever the character changes level.
