This is an idea I had for a goblin character I wanna play. It's a roleplaying feat that hangnails your character a bit but benefits them in specific situations:
Wretch of the People
Prerequisite: Must have Charisma score of 9 or lower.
Everywhere you go, people are disgusted by you. They're naturally suspicious, unkind, and hard to impress whenever dealing with you. Most people just plain old don't like you. Except for your people, the ones you can hang with, who love you. You know how to work this crowd, they're the folks you're always at home with, who you can have eating out of the palm of your hand. Everything others hate about you, these people love. You gain the following benefits.
Decrease your Charisma score by 2, to a minimum of 0.
Pick a race you're loved by. Whenever you make any kind of roll using Charisma while interacting with someone of that race, your usual negative Charisma modifier becomes a positive Charisma modifier instead. (So a -3 for everyone else would turn into a +3 for your chosen race).
My idea is for my goblin to get along better with goblins than he does other races but you could use this with any race you want, like a minotaur who gets along better with dragonborn. I'm thinking that maybe I should change the mechanics of this too. Like instead of lowering the Charisma score it just adds a penalty/bonus to your Charisma checks depending on who you're talking to. And then maybe also since you're crippling yourself in most social situations it could be a bigger bonus when interacting with your chosen race, so like a -2/+4 kind of thing. Also if I do all that I should probably drop the prerequisite, right? What'd be a good way to balance this?
If a creature’s Cha (or any Ability score) drops to 0 they die.
“Whenever you make any kind of roll using Charisma while interacting with someone of that race…” would technically include Cha based Attack Rolls & Saving Throws. (Was that your intent?)
I recommend at least the following changes:

If you were to add something, what would it be? Maybe bumping it to 2 (or 3) chosen races? Or your chosen race and your own race too? Or perhaps a flat advantage on all Cha saving throws across the board (because of your thick proverbial skin), they’re rare enough that it shouldn’t be an issue.
And what about something like “Goblinoids,” which include Goblins, Hobgoblins, & Bugbears (oh my). I ask because the new versions in M3 all count as both Humanoid and Goblinoid.
Or if one picks Orcs or Elves for example, would it extend to include Half-Orcs/Elves as well? Should it? What if you pick Human then?
What about the Lineage and the Custom Lineage? If you were an Orc but are now a Dampire, would you be affected if I chose Orcs? Could I even chose a “lineage” since it isn’t technically a “race” at all?

I was actually wondering if maybe I should make it two races, or even that creature class like Goblinoids, Humanoids, etc. I kinda like that option because it could even extend to monsters, and there's definitely something that'd be neat about a character who's unpopular with everyone except like, Dragonborn, and then later you see that Charisma extends to actual dragons. But also I don't know if I necessarily want that, and also, if I let it work on a wider variety of creatures, do I have a smaller bonus instead of the bigger bonus I'd like to give if it only works with one race. I'm also torn on the combat deal. It makes sense for it to work with Calm Emotions, but Divine Word? I dunno about that one. It's tough to reconcile the role play potential of it with all of the game's mechanics.
