i know the fixed value is what i would place to put the value of 1 but what options selected to affect the to hit value and the damage base to get the value to work in the character sheet.

If you're trying to create the equivalent of say a Rapier, +1 (adds 1 to attack and damage) then you want a modifier of type Bonus, sub-type Magic, and a fixed value of 1 for +1, 2 for +2 etc., this also makes the weapon's damage count as magical (in things like Avrae), hence the name.
This is the only magic item way to really do this, so if you only want one of attack roll or damage I think you're out of luck, and it's easier to just customise the item on your character sheet. You can do damage on its own by adding a fix amount of extra damage, but it appears separately (not included in dice rolling).
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.

Don't know if there is already one as i cant find it but, how would i set the +1 bonus to hit and attack for a Homebrew Weapon?

In the entry for the weapon, open the “Add Modifier” and then put “1” in the field that says “fixed value”
