There are rules explaining how a DM could decide to run it. But personally, they are kinda hot garbage. The rules all assume that characters will have weeks of downtime to make items (assuming they're not too complex), and will cost a lot of gold. It's a really harsh pacing and pricing miss-match that honestly needs to reworked from the ground up. Which will definitely require a new edition to do, which is not happening anytime soon.

I dunno, it kinda worked for the campaign I'm in. Gold and downtime are resources that the DM has complete control over, so I guess it just depends on the DM giving those to you.

Downtime availability swings wildly from table to table. Setting a 3 month crating time for something can make it impossible in one campaign, and for another it's waved away in two sentences of narration. It's a pretty terrible requirement for a general ruleset. Crafting should be a way to squeeze a little extra value from the treasure you'd normally get.
Can a player create scrolls, potions and magical items?
