Can your dog speak english?  Probably not, but they could understand it.

It's a physical issue. That's to say the dog doesn't have to vocal cords to make human speach. But they can communicate like a normal dog via body language or even by drawing or writing, which would be super fun to role play and roll for understanding. and obviously they can understand speach completely if they understand the language. Learning a new language takes about as much time as a normal human to learn a language.  

Rescuing a blink dog puppy would be a good 1st-level quest for a group of young men, too immature to roleplay rescuing a princess.

the dog can use it blink ability then it gone, but at start of each of its turn you(DM) roll a d6 if you get a number between 4 to 6, they can use their ability again

Recharge X–Y. The notation "Recharge X–Y" means a monster can use a special ability once and that the ability then has a random chance of recharging during each subsequent round of combat. At the start of each of the monster's turns, roll a d6. If the roll is one of the numbers in the recharge notation, the monster regains the use of the special ability. The ability also recharges when the monster finishes a short or long rest.

For example, "Recharge 5–6" means a monster can use the special ability once. Then, at the start of the monster's turn, it regains the use of that ability if it rolls a 5 or 6 on a d6.

You know thats how languages are learned right? We associate a word or phrase with an object or concept and we learn thats what it means, dogs do the same thing
