Posted Jan 4, 2021Why not use them later on if thematically appropriate? Not every encounter needs to be combat and not every combat needs to have deadly difficulty. Sometimes it is nice to put some weak monsters before the players to show them how strong their characters are compared to normal humans, which basically is what cultists are.
