To clear up what i mean. when creating a character for example a barbarian at level 3 you get a primal path but instead of one primal path selection box it gives you two. I'm not having an issue where i can select 2 primal paths but almost every other class feature where i select an option it gives me an extra. I looked at something my brother made we had all the same things checked for features like that but his did not do the same thing
I'm seeing the same behavior. The subclass feature should allow two options at level 3, and one each at levels 6, 11, and 17. Instead I'm allowed to select 6 options (which is actually more than the number available). Also of note, the dropdowns for those options say "Choose a Level 3 Option" and "Choose a Level 5 Option"--there should not be any options available at level 5.
I'm noticing links to homebrew. Have you tried a non-homebrew subclass? If the problem cannot be replicated with non-homebrew then the homebrew subclass has been set up incorrectly.

I know the homebrew subclass is set up correctly, i followed a bunch of stuff that dndbeyond has released to help people creating homebrew. Do you think i would be troubleshooting if it was set up incorrectly? I checked everything 10 times
Just because you think you set the homebrew correctly, doesn't mean you did and just because you checked it 10 times doesn't mean you didn't miss something.
If the issue is with your homebrew and not with non-homebrew, then the homebrew was set up wrong.
Or maybe the code behind the homebrew tools decided to magically gain sentience and specifically chose to target you and only you for shits 'n' giggles.
Which seems more likely?
Ego will only hinder you. Put it aside. Check if the issue affects non-homebrew. If it does, there is a bug in the system, if it doesn't, then it's the homebrew. Maybe you cannot see why it is causing the issue, but that's where we come in to help. The first step is finding out "where" the problem is. If we know it's the homebrew, we know that's the place to look which a mod can do (or anyone if you post the modifiers). If it wasn't the homebrew, you see, that means the hard code behind the system needs to be analysed which only a Developer can do. This is why it's important to know where the problem lies, because without that you have no starting point and might end up looking in the wrong place.
I've seen many, many, threads where people go "but my homebrew's not wrong!" and dismiss everyone's attempts to help - until a mod comes in and states it was the homebrew all along, usually meaning the issue could have been resolved faster if they listened.
If you can post what modifiers you have, I'd be happy to go through them. Or we can wait for a mod.
Oh and in response to "Also read the title of this thread" - I did. And maybe you should read the thread yourself and realise you are not the only person posting an issue which might make you realise my post above wasn't only to you.

Im aware that other people are having issues not just i, and you know that there can be machine error in how the system is reading the homebrew. also the box that say levels where options are available has two numbers it shouldn't be giving me 9 option because surprise, surprise 2 does not equal 9
I'm observing this behavior for the first time, but I've been using the same homebrew subclass for this character for months. It's certainly possible that something is wrong with the setup for the subclass, but it was working before without this issue. The idea that a bug was introduced into the code that would affect homebrew content only is not at all far-fetched, and there are at least two users that reported the same unexpected behavior on the same day.
It seems that they've just finished migrating subscribers to the new character sheet framework. I've also noticed problems with homebrew content that was working fine just yesterday, before the switch, and they did mention a previous hold-up with the migration. I would assume that homebrew is not fully supported by the new sheet framework yet or they are still ironing out the kinks in how the two systems interact.
There's definitely some odd edge cases that are still quirky, yes.

These Homebrews were working fine without the glitch the day before yesterday and with no changes made, now are not working correctly now. So you tell me which is more likely, suddenly the problem with the code is exposed due the changes they are making with the framework, or the homebrew magically changed how it was setup? Please continue to patronize at will.

(I had to change his levels to see the options and how it wasn't correct) and again, all of this was working fine just a couple of days ago.

There are 5 options in total, and none has any prerequisites other than the character has to be level 3 or higher. Specifically, the Swift Payback feature of my subclass (linked below) has as options: Assist, Eye Gouge, Joint Lock, Redirect, and Throw. Only Assist and Joint Lock appear in the dropdown list in the character builder. I don't think there's any difference between these options other than their name and description fields.

I have a doozy for ya. Since the sheet switch I started going back to retest older homebrews. Now, all of the options that had been working just as planned are all jacked up. None of them work at all the way they were programmed except the levels, and now they are including an extra choice of any spell that wasn’t there before. Maybe it’s because there are two different features with options? Also, one of the class features has a glitched out snippet as well:
Your Spell Attack Bonus spellattack - Spell attack missing ability key = your Wisdom Modifier +3 + your Proficiency Bonus 6.
I now see the correct number of choices for my level, but only two of the options appear in the dropdown. There are 5 options in total, and none has any prerequisites other than the character has to be level 3 or higher. Specifically, the Swift Payback feature of my subclass (linked below) has as options: Assist, Eye Gouge, Joint Lock, Redirect, and Throw.
