Creating a homebrew feat that allows user to add 1 to either INT,WIS,or CHA. The option doesn't exist currently in the builder. Only INT,WIS,CHA with another ability (DEX, for example).
I understand there might not be any current official feat that has that option, but would be appreciated if it was a homebrew option.
That’s because nothing official grants those specific choices. If nothing official does something then DDB doesn’t add it to the content creation platform. They just won’t. It’s a company policy sorta thing. I think it may even be some sort of contractual obligation or something. 🤷♂️

There are exceptions where the system requires something non-RAW to exist (or have a property) in order to function. But these are exceptions that prove the rule, so to speak. The mundane boomerang, and encode thoughts being on the wizard spell list are two such examples. Without those exceptions, it would not be possible to implement those options.

Regarding Encode Thoughts, I thought of a way to fix that workaround of it appearing on the Wiz list. You could employ the same method I use to help reduce instances of homebrew spells I have deleted from popping up in unwanted places. I created a Barbarian subclass with Spellcasting called “the trash spell collector” (or something like that) and before I delete a spell I have decided to not pursue, I remove all other classes from the list attached to the spell, and in order to save the spell that way I place it exclusively on the list for that subclass. However, since the subclass is unpublished and not in my collection, those spells show as if not on any spell list at all. Observe:

I don’t buy prewritten adventures, and so have never read Princes of the Apocalypse, and legitimately had no idea to what you were referring. After finally looking it up, I understand what you meant. The reason they had to create a nonmagical boomerang as a weapon to implement the Storm Boomerang is likely the same one that has precluded DDB from implementing the Topaz Annihilator. I suppose they determined that creating a nonmagical boomerang to implement that magic item was the lesser of evils compared to not implementing the Storm Boomerang at all. I also suppose that creating a piece of nonmagical equipment named “Annihilator” that does 2d6 damage and has a range of 100/300 would be a bridge too far though. Hopefully their “plans for better integrating mundane weapons and magic items” means we’ll finally be able to alter base damage and ranges for homebrewed magic weapons. (Dare I hope it may even mean we will finally see Actions added to magic items too! Possibly a delineation between Charges and Actions, and their respective reset conditions. Maybe even… *momentarily vibrates with anticipation* …homebrewed nonmagical equipment…?!?)

However, as you yourself just stated, “we desperately need” that functionality. At this point, it’s so desperate and so needy that it’s cold sweating, gassy, broken out with acne, and has developed a stammer. (The poor thing, it won’t be able to get a date for prom, or anything else for that matter, until it gets the help it needs.) Please, let it be so that addressing this situation is at least relatively close to the top of the to-do stack. If it isn’t, could it be?!?. (Pretty please, with rainbow jimmies and extra whipped cream on top.) 🥺🙏

I think maybe those might get automatically generated in-system as available on the character sheet/builder for every qualifying nonmagical weapon, so they kinda got stuck with it. (Likely part of why they didn’t do that again this time for the Topaz Annihilator.)
More comparable evidence that supports your point* would be the “Modifier: Bonus->Subtype: ‘Magic Item Attack With [Charisma/Constitution/Dexterity/Strength/Wisdom]’” that are in the system. The only one they actually needed to implement official content was “Magic Item Attack With Intelligence” for the Battle Smith’s Battle Ready feature. Nevertheless, somebody individually entered the Modifier Subtypes corresponding to the other five Ability scores into the system manually. *(I personally suspect that the whole “only stuff necessary to support official content gets added to the system” line is a convenient justifications for not having done some things at the outset. It’s also a convenient justification for not having someone go through the Modifiers & Subtypes to determine which options haven't been entered. That way they don’t actually have to address any of them until they need those options.)

The feats that actually do offer a +1 bonus to any one of only “Int, Wis, or Cha“ are the spell-related feats like Fey/Shadow Touched. Those got implemented as individual Feats in DDB’s system (contrary to RAW*) because DDB hasn’t expanded the Options form for feats to include anything other than Actions. If they ever do add the Modifiers and Spells subforms to Options attached to feats, each of the options they would end up attaching to those feats would be one specific Ability score. That would be necessary in order to ensure the Spellcasting Ability for the spells granted by the feats match the Ability that got the increased by the feat. That means they would still not need to add “Int, Wis, or Cha” as a Modifier Subtype. *(Even more disheartening is this: DDB pro’ly hasn’t added Modifiers and Spells to feat options and removed those extraneous “feat[s]” that contradict RAW because they aren’t sure how make the transition without “breaking” (🙄) character sheets that have those feats. (They could simply “archive” them like they used to archive UA when the final versions came out.

Note that ASIs have already been detached from all future Races, so no new combinations will be added. In regards to all of the previously published content, they already announced that Racial ASIs are slated to join the Dodo on the “things of interest only to historians” list by 2024 (and pro’ly the polar icecaps by then too) and those races will be republished without ASIs. Ergo, unless WotC publishes something wholly different from all existing content, DDB will likely never have reason to add any of the missing Ability score combinations as Modifier Subtypes.

You can also just add it to a (sub)class, then go into the subclass and remove it from there.
