Hey all - just following up - the team aren't ignoring this. The team have the issue raised to them and it will be resolved. It isn't as simple as flicking a switch (and we also went through a full change of ownership last week).
I totally get it is frustrating, but when there is a resolution it will be released and we will update this thread advising so.
As a workaround you can “deactivate” the players on the campaign page, create your encounter attached to that campaign where it will only pull the currently active PCs, and then when you are done creating the encounter and have it saved you can then reactivate those PCs if desired. The encounter won’t automatically update, and will only change which PCs it calculates if reattached to the campaign anew.

This is especially inconvenient if, like me, you created many encounters in advance and you now have to go back through each encounter to Hide all of the irrelevant characters.

Right, but that doesn't address the issue of having to manually go into each encounter to force that update. It would be much preferred and far more logical to have it happen automatically when you click "Run" on the encounter.
Really, I struggle to understand why it saves the characters tied to the campaign at the time of the encounter creation anyway. For example, I want to create encounters in advance of inviting others to the campaign (i.e. 0 characters in the campaign). Why should I need to go back to ALL of those encounters to "refresh" the characters? Just auto populate them into the encounter when I click "Run".
It saves thing as they were when the encounter was created so that DMs can keep those for their records. For the vast majority of campaigns, the rosters don’t change much if at all in between when the encounter was created and when it is run. Most DMs create their encounters for the party they have, and run them fairly soon thereafter.
