I am having the same problem as well. I have tried to add homebrew items, both ones that I have created and ones that others have made, to one of my characters and have been unable to do so. I have tried everything that people have suggested here to no avail.
EDIT: I was able to make it work by turning homebrew content enablement on and off again.
Make sure the character sheet has the "Homebrew Content" selected on the home page of the character creation.

This was exactly my issue! Just had to go to the player's character, click edit, go to the "home" option to the left of "race" and enable "Homebrew Content". Thanks so much!! <3
Normally this hasn't been a problem, but today all of a sudden as a DM I'm unable to share my Homebrew items to my players anymore (Homebrew content is on for the players as it always is). When I look to add it to their inventory, I can't find it. Is there a glitch?
As I mentioned, Homebrew is taggled ON. Yes, the items are in my "Collection"... I can see them and in the past it was no problem to share them with my players. This is a new sudden problem. I can see items in their equipment that I have shared with them before, but I can't see any of my collection that I want to add to their equipment.

Just clear your web cache. I normally press F12, go to the Network tab, and there should be an option to disable cache. While open refresh the page. This might take a while but once done the search should be updated. (you can close the F12 window)

No, it does not require a subscription. You are doing nothing wrong.
Sometimes it says “non English blah blah” because the description is too short. If the description is under a sentence, maybe rewrite it. If not, resave the whole magic item, that will trigger the system to check for compliance. That also triggers the system to push the magic item through to your character sheet. Then just be patient, it can sometimes take up to 20 minutes, not usually, but sometimes. DON’T PUBLISH IT!!! If you are having these issues, then it isn’t ready. Even after it’s working, playtest it a month or two before publishing just in case. Once it’s published, you can’t un-publish it, and you can’t fix it without jumping through hoops.

What homebrew content are you trying to add? Do you have homebrew content turned on in the character settings?

I think we need separate toggles for enabling homebrew items vs homebrew everything else.
So the toggles to add content at the start of the Character Builder
Red (to the right) = On
I always though that meant "off" because read means stop/off/exclude in a lot of UX.
Just something to note. Changing the homebrew UI toggle to the right (red) allowed me to add my homebrew item.
