Not sure if this is a bug or if I'm doing it wrong. I gave the item a -1 bonus armor class modifier but it still provides +2 AC when equipped on a character and its stats say +2 as well. Can anyone help me with this?
Weird that it doesn't subtract from the overall AC (as this looks to be working on my end). Can you post a link to the magic item itself? It doesn't need to be public for a mod such as myself to take a look.
I think the easiest/fastest 'workaround' would be to make a 'Wondrous Item' that gives a +1 Bonus to AC, and just call it a shield, instead of trying to take the shield base template
Might not be the correct solution, but it'll still be a "Shield of +1 AC" at the end of the day?
Whenever you try to use a negative modifier, you have to use the “-“ on the main keyboard, not the one on the number pad. For whatever reason that one doesn’t work. In addition, after you save the modifier you must re-save the entire Homebrew using the main [SAVE CHANGES] button under Basic Information or the system won’t pick up that new modifier and apply it.

Not sure - when I took a look at your item, I was able to make the negative value work without any issues.
When you equipped the item on your character sheet, did that character also attune to the item? For the modifier to kick in, you'd need to ensure that the item is both equipped and attuned.

I was able to fix this issue; try this:
when making an magic item go to;
Add Mod > Mod Type: Bonus, Mod Subtype: Armor Class, Fixed Value: -1
i posted the fix
