I wish we could put ratings on homebrew content. there are tons of stuff in there that seems nowhere because they were from the beta. like the TE-PE-KE deity ! or the twilight vampires where the guy just lol at it himself saying its too whack.
there are awesome stuff too. it would be great to have ratings so that people can also search by that rating to see if its any good !

Are there plans set in place to create monsters with different challenge ratings? I am not talking about me going in and filling out the forms and calculating what a new challenge rating would be, but I am saying something that lets me take a lvl 2 CR monster like a bandit captain and turn him into a lvl 4 CR monster. There was a tool developed like this for 4th edition and I am just wondering if this is a possibility and something you are thinking of making. Thanks!

Yes, this is absolutely planned. :)
How?

BadEye has mentioned it on a few occasions, but the plan is that there will be the ability to quickly and easily adjust the CR of monsters up or down, as well as quickly amend the difficulty of encounters on the fly.
I'm not part of the dev team, so I don't know how they're implementing it, or where that fits into current priorities.
Perhaps I missed changing a setting or something, but I am having trouble with Homebrew Items. I have purchased all the source-books, but as I am creating an item that can cast spells, only the SRD spells are showing up for me.

Is this a bug, or have I missed something?
Not a bug, sadly. It's something the team has discussed (are still discussing?). My fingers are crossed that a resolution is forthcoming. I create a lot of homebrew items and spells for use in my campaign that I am glad to keep private to my campaign here on D&D Beyond. I don't need to share them publicly. Limiting these items to private use was one of the solutions being batted around. I advise (to myself as much as anyone else) patience as I have no clue how much work this ask entails. I'm hoping that it sneaks into an update pretty quick.

Maybe attach homebrew to the content using those spells and the only people that can see them are people who own that content?

I second the desire of being able to share Homebrew Content I have created with people in my Campaign, but not publicly. I would get a subscription for this feature alone.
Another option would be great. the ability to copy a monster or item that was homebrewed. i wanted to create two different version of a monster and while i thought the new revision had two separate version because on my page it was two different monsters. when the second one was accepted, it replaced the old one and thus i lost one of my monster. and honestly retyping everything from scratch whe its the same thing as my first monster... it would of been easier for me to be able to do a copy of that monster which up to this point seems impossible once it has been published.

Isn't this how private homebrew works? i.e can't you already do this for free?
