The level scaling aspect of 'Actions' is super useful and would be great to have on things like spells and modifiers. I would like to make movement speeds scale over time, and spells cast at higher levels based on PC level.

To be added to the 'Spells' and 'Modifiers' for features.
If you put in Character Level for the Higher Level Scaling Type, you can use the At Higher Levels box to change the damage that a spell does at specific character levels. You have to put in each increase as its own entry though.
Example: to make Fireball deal 10d6 at Character Level 11 and 12d6 Character Level 17:
I should clarify, im making a subrace for elf that has the following feature.
Frost Elven Magic. You know the Frostbite cantrip. When you reach 3rd level, you can cast Armor of Agathys as a 1st-level spell once with this trait and regain the ability to do so when you finish a short or long rest. Charisma is your spellcasting ability for these spells.
At 5th level, when you cast Armor of Agathys with this feature, it is cast as a 2nd-level spell. At 11th level, it is cast as a 3rd-level spell, and at 17th level, it is cast as a 4th-level spell.

I may have misunderstood the request a little. I was thinking of things like movement speed where there is a fixed value that can be replaced at higher levels. And for that, you would have to level restrict the feature/trait.
Spells are actually much easier though. Add each spell 1 at a time, select "spell," set "spell level" (if higher than base), choose spellcasting "ability score", and at the bottom there is a field called "available at character level."
I'm not sure you can make the lower level castings be replaced, but at least you can make higher level castings appear as you level up.

And im trying to do something similar with movement, so i included it in the posting. I dont like how bog standard flight speeds are, so i usually run racial flight speeds like so;
Flight. You have a set of ethereal wings that you can summon and dispel at will. After 3rd level, you are able to glide, falling at half the rate you normally would, and after 5th level, they grant you a flying speed equal to 3x your character level, rounded down to the nearest 5. To use this bonus, you cannot be wearing heavy armor.

For spells, there is a Scaling Type that does exactly what you describe. Cantrips use it.

You can just make multiple modifiers with different level requirements. There are already a few official features that do just that.
How do i add a level requirement to a modifier?
