I've made a 2024 character, with legacy content selected, and I only have access to legacy spells that were printed in books other than the 2014 PHB (Mind Sliver, Thunderclap, etc.). I am unable to see 2014 legacy versions of spells that were in the 2014 PHB (chill touch, counterspell, etc.).
Based on the newest changelog post, it sounds like only 2014 classes can still access legacy spells. But the functionality obviously exists if I can still see both 2024 mind sliver and legacy mind sliver. So why not enable it?
So is this a bug? Or are they going back on what they said? Or am I totally misreading?
If you go rules as written (correct me if there is a rule for it in the 2024 handbook, as I didn't find it) there was no explicit rule stating you can't use the 2014 spells, items, and class options in the book, it merely *suggests* you use the new ones. Which means if you don't like some of the new weird and underpowered options, you can still use the better 2014 counterpart such as counterspell and Paladin's smite. They really need to update the character builder options to include these things and a turn 2024 content off button.

You can still use your 2014 player options, just not for the 2024 classes when there exists a 2024 version of it.
If you want to use a 2014 spell, you will need to also use your 2014 classes.
The Legacy spells you stated you can see are from Elemental Evil Player's Companion or Tasha's, which is most likely a lapse for the dev team to leave it available. I believe you need to have Expanded Rules toggled to see those too.

This is the 2024 version of the fifth edition Player’s Handbook. If you’ve read the 2014 version, much of this book will feel familiar, since the fundamental rules of the game are the same. But the book contains many new or redesigned elements, and the versions of things in this book replace versions from older books.
Not only that, Adventure League is fully moving to 2024 rules, which is also an indication of how you're supposed to use the newer content when available.

It doesn't look like you can switch books.
Start building with the PHB24 and you have to stay with it. Start building with the PHB14 and you have to stay with that one.
All the other books can be used until their 24 version comes out.
It looks like home brew if you want to mix the two books on one character.
They have stated, if you use 2024, it supersedes 2014 in all rules. If you want to see both, make a 2014 character, if you only want 2024 make a 2024.
