I have found myself in the SCP fandom recently and it occurred to me that some SCP would be good monsters/NPCs. Is it cheating or wrong to make them part of my campaign even though they aren't D&D-based?
I have no idea what SCP is, but GMs can put whatever they want in their games. I guess since I don’t know what it means, I should add that if it’s something that’s going to hurt or offend some of your players, it’s probably wrong, yeah! But other than that, you do you.

A good DM is only as good as the things they steal from. Not only is there nothing wrong with lifting things wholesale from things you like, but I would actively encourage it.
You steal enough from enough sources, eventually they'll even recombine into something unique, if you're worried about being derivative. Currently I'm ripping off the plot of Legend of Dragoon in a campaign (along with a little bit of Terminator and The Two Towers) and its going great, the players are loving getting to live those stories for themselves (it's also really easy to do in a way that the players can't tell what's stolen and what's yours), and it's way easier as a DM than creating everything from whole cloth.
Not only that, but SCP monsters in DnD sounds super cool. Definitely do that.
Nope, not an issue at all! Which SCP are you thinking of and would you make custom stat blocks for them?
A lot of Scps, some will just be to **** with my players some will be like monsters. I might end up making stats later down the line because I wanna test out SCPs as items first to see what happens. Like I might put in SCP-2124 or SCP-2282

I love that you are wanting to do this... even at my ripe old age I find the SCP movement (movement??) awesome. My oldest son is REALLY into that stuff. Don't think you need permission to do this... this is actually how the game started way back in the day. It's easy to take a current creature stat block, change a breath weapon to an eye ray, or a claw to a tentacle, and just SCP the hell out of it's description. My 5e game set in primeval Thule is full of SCP like creatures that I make up on the spot. Other times I use Cthulhu Mythos abominations.
You might be interested in the Delta Green RPG. My son calls it "X-Files meets Call of Cthulhu".

Depends on what you are looking for...the basic concept is an MiB style secret organization protecting the world by containing anomalous items, creatures, and concepts. Individual SCPs can be a creature (for example, Shy Guy (SCP-096) is a pale humanoid who tracks down, kills, and presumably eats any human who sees its face, and is practically invulnerable in doing so, or a very angry and highly dangerous giant lizard that is basically a super intelligent tarrasque (SCP-682)), and some are whole anomalous regions (an endless ikea stuffed with mutated "staff" and a civilization made up of trapped shoppers (SCP-3008), or a mirror universe inhabited by giant crawling vaporous monsters in the aftermath of a theocratic/technological apocalypse (SCP-93). There are a lot of things that would be difficult or not well suited for translation, but a lot that can be, either as monsters (see my homebrew above), items, or areas to explore. In addition to the basic articles, there are also stories written about a great number of them. Because it is a crowdsourced wiki, the quality may vary from SCP to SCP, but there's a lot in there if you dig around a bit.
I integrated a number of the creatures and objects into one of my campaigns that I thought turned out great (I connected a lot of these to the Far Realm, which seemed to make sense as a point of origin for an unknown number of unassociated anomalous creatures and items).
