You need some kind of false antagonist or your players, who know you like to put hags in your game, are going to see 3 spellcaster women whose land tries to kill them, with no other enemy, and figure it out pretty fast.
Oh, and of course the false antagonist could be a woman that it is heavily suggested is a hag.

I definitely think the hags disguising themselves as men and placing some suspicious female NPCs into the mix will help throw of the scent. Also just make these three 'guys' very likable and quirky, with interesting hobbies and colorful backstories: for example, one spellcaster is super into hunting and the outdoors, another is a fussy librarian, and the third is like a lovable plumber. Lean into traditionally male tropes to sow confusion!

Something that can be generally useful to secret villains is the relatively low-level Ring of Mind Shielding.
