Barbarians of the Path of Order embrace the concept of Order - it offers infinite stability and comfort to them. They are enforcers of order, and combatants of Chaos. To them Chaos is unpredictable -one minute you could be rich, the next, penniless. Your rage is used to defeat the forces of chaos.

Commanding Presence.
When you choose this path at 3rd level, you gain the ability to enforce the rules onto other creatures. While raging, you can use your action to cast the Command spell. The dc for this spell equals 5 + your level. Once you use this feature, you can’t use it again until you finish a short or long rest.
Perhaps instead, you can use it times equal to your proficiency bonus?
Zone of Order.
Beginning at 6th level, you can release an aura of control. Using an action, any creature hostile towards you within 5 ft. at the time of activation becomes indifferent for one minute, preferring civil discourse over attacking. After this effect ends, the creatures become hostile, and all their attacks have advantage. Once you use this feature, you can’t use it again until you finish a long rest.
Maybe you add in "This ends for the creature if it has taken damage or the duration is up." Also maybe a saving throw?
Invoke Order.
Starting at 10th level, when you take damage from a spell of 3rd level or higher, you can cause the caster of the spell to make a wisdom saving throw (dc 8 plus your proficiency bonus) or be paralyzed for 30 seconds. Once you use this feature, you can’t use it again until you finish a short or long rest.
*Pairs this with mage slayer
Orderly Rebuke.
Starting at 14th level, you gain the ability to smite chaos. When someone uses a Wild Magic Surge, you can use a reaction to immediately give the creature disadvantage on the next attack roll, ability roll, or saving throw. Once you use this feature, you can’t use it again until you finish a short or long rest.
What if, going with the theme of paralyzing make it this:
Orderly Rebuke.
Starting at 14th level, you gain the ability to smite chaos. When someone Chaos Surges or uses a Chaos spell, you can use a reaction to paralyze them until the start of their next turn. You can use this feature a number of times equal to your proficiency bonus.

At level 20, the DC for Commanding Presence is through the roof. You should make it 8+prof. bonus+STR/CON. Zone of Order should have a saving throw. For Invoke Order, you don't specify who is paralyzed. Also, time is not measured in seconds. Change the duration to 1 minute or 'until the end of your next turn.' Orderly Rebuke is somewhat dull for a capstone feature. Also, you shouldn't make every feature recharge on a short or long rest. It makes a player feel useless once they've gone through one or two combats.

Only a few are corrupt and most are found out rather quickly. If corrupt, usually they only do minor illegal acts.
Commerce: Pretty much all general goods can be found here. Rare items are also sold. There are a few shops containing magic items. Any chaos related item costs 150% of it’s usual cost and it’s hard to find.
Organizations: There are guilds for just about every general profession with a sect for each more specific one. E.g. a doctors guild, which has a specific sect for dentists. If you want to work you will have to register in your professions guild to be officially licensed. The guilds are usually not predatory, just there to help the community. There is also the government and the order mages. Many other organizations exist too.

It sounds pretty cool, but you need to keep in mind that there are multiple definitions of corrupt, and many of them still obey the laws. For example, a corrupt minister could be bribed to change a document that they are within their rights to change. That is corrupt, but not illegal.

Tech: I am working on the World Anvil and it's pretty helpful! I've sort of learned how to use it and I'm trying to build it up!
Ideas: I've thought of more lore and have decided to put a heavier focus, on the dead* adventurer Myrna Giantblood, who is used as propaganda in Order aligned cities and hailed as a great hero in Chaos aligned cities.
Spells: I haven't though of any new spells yet, but I have thought of a basic format for Chaos spells. Also, no pressure, but no one has reviewed my spell Chaos Blade. If you can, it would be very helpful!
Map: I've made a basic map for Caor. Unfortunately it's not very good...

Government: A Direct Democracy.
Defense: Chaorian Knights protect the city. Caorian Knights are usually not proud citizens of the city. Many come from towns and villages and they send money to their family and town. They don’t care as much for individuals but protect the city to their death. Most are not corrupt or commit illegal actions. There are also militias and mercenary guilds that protect the city. The personality usually depends on the guild. The militias usually are kind or indifferent.
Commerce: All general goods can be found here. Rare items can also be found. Order related objects will be harder to find and slightly costlier. Caoblades can be found here. Additionally prices fluctuate by the day. Look at the Price changes table to get an idea of how. This leads to most Caorians taking more money than they need if they go shopping.
Organizations: The Militias and the Mercenary guilds are independent organizations. There are also several guilds and clans. One district is pretty much run by the Volelean Mages, an organization of sorcerers dedicated to Volelus, the god of randomness. Unfortunately no. The stones on their own are pretty weak. They can unlock great power but the stones on their own aren't too powerful. The stones will be able to be integrated into weapons and armor to enhance them.

one thing I will say, is you could go a bit more in-depth about each town, how people in them live think and act, ect
still want help naming? other than fantasy names generator, I often go to google translate (or sometimes this dnd translator) and translate a few words a feel like describe the thing, translate it into a language that makes sense for it, and find a cool way to blend them! most names in my homebrew world were created this way.
