Just out of curiosity, how do you other DMs manage the use of a creature who's stat block includes a javelin as an attack? If the creature throws it, do you make them retreive it before they can use that attack action again, or do you essentially give them unlimited javelins to throw?

Ammunition
A monster carries enough ammunition to make its ranged attacks. You can assume that a monster has 2d4 pieces of ammunition for a thrown weapon attack, and 2d10 pieces of ammunition for a projectile weapon such as a bow or crossbow.
I typically give monsters 3 or 4 thrown weapons (such as handaxes and javelins). Any more, and I start to question how they are carrying all of this. It also depends on the size or type of creature. If it is an orc, they will probably have 3 javelins. A hobgoblin on the other hand i will give 2.

I just treat it as unlimited. The monster is unlikely to run out of its 2d4 javelins during the combat. Usually even if threw a javelin every round, the battle will be over before they run out, unless they roll low. And more likely they’ll close distance and not want to use ranged attacks anymore. You might need to make a special case if they’re attacking from or to a parapet or something, and the players explicitly want to run out their supply. But for the most part, it’s just not worth tracking.
Depends, 1-3 if it's like hunters or scouts. 5 ish if we're talking like a real war band. If you're really having a combat at range and mounted it might take more than three rounds to finish with maneuvering, especially if you do optional things like flanking, retreats to really etc., so cavalry will have 6-8.
Tactic: mounted harassers using the mob tactic rule can wear the party down selectively?

That depends on how tough I want the fight to be. Usually though, I give them 4 javelins.

for paladins, they have the option to start with 5 javelins...that’s a good number imo....but yes, I make them recover them when they run out.
