Quite much - a subclass with no subclass features is not a subclass, afterall - you'll have to build up all that you've left as Beyond expects you to get an overall idea or a test by test before posting anything, but...
If its a subclass you are going to use only on your campaign, you can pretty much ignore that, as you don't need to publish those to get to use it.
After you add all of the features YOU MUST re-save the entire subclass using the main [SAVE CHANGES] button under Basic Information. If you do not, the system will not recheck those compliances.
Do yourself a favor and don’t publish it right away. Playtest it, edit it, revise it first. When it’s all buttoned up, then publish it. Remember, as long as it is in your homebrew “collection,” you, and everyone in DDB campaigns with you can use it for free (even without any subscriptions).
The reason that the system enforces features at only the specific levels is because that is how Wizards of the Coast has designed each subclass to function - they get a "subclass feature" at set levels.
As with official subclasses, you can sometimes have more than one subclass feature at a specific level, but you are constrained to the official levels if you wish to be able to publish your homebrew on D&D Beyond.
If you're not bothered about publishing, and are making it for play within your campaigns, you can add as many features as you like at whatever levels you like.

Homebrew Druid subclasses actually require a 3rd-level feature as well, due to the official Circle of the Land subclass having a Circle Spells feature at 3rd level. You an accomplish this by making a "dummy" 3rd-level feature that's hidden in the browser and sheet.
But I recommend that you give homebrew a good proofreading, check to be sure the modifiers etc. work properly, and playtest before publishing. You can share unpublished homebrew with others in a campaign with you.

Hello, I posted a similar question to the forums earlier but its been over an hour so Ima just respond to this. I added a feat at lvl 3 for a Rogue. The feat is a "limited use" feat as it can only be used twice, so effectively the way you give charges to a feat. All the options for what level is needed are checked to lvl 3. I do NOT wish to publish this subclass, yet I still cant select the subclass when making a new lvl 3 Rogue. Why is this? Did I mess up the feat somehow and its glitching out? Or do I need a feat for every level according to the class chart before I can even use it privately? Ive made my own homebrew subclasses before and I never had this issue at all.

Figured it out, you select the option at the BEGINNING of the subclass creation screen. Interesting. I guess that helped, thank you.
As a follow up question, I only have 4 classes in my "Core rules" section when I try to create a character. The image you posted on the FAQ link shows that you have way more classes in your Core Rules section. Why is that? If Im making my own subclass I wanna go as basic as possible so Id usually assume that I would select Core Rules over Legacy, but then I run into a problem when I actually make the character and I can only choose from 4 classes if Im choosing from the Core Rules section. Should I just always use the Legacy option?

You could make those features be feats instead, on the simpler way, and manually add them to sheets when the levels come through.
