"Well, from what I've heard, the thief vanished without a trace. There's some dispute still but Theran is handling it" she tells you
Flint backs away as the crowd looks in to see all of the excitement. Remembering the vest that appeared in his pack, he pulls it out and investigates it for any clue on where it came from and why it was placed in his pack.

The vest seems normal enough, dark blue in color, fairly new. Then you notice on the inside are dozens and dozens of small pockets. You can check a few of them without being suspicious but the few you check are empty.
'breastplate' says "I'm here with friends, who I should get back to before they start thinking something happened to me. I noticed her before, just in passing. She is very pretty. Anyway, the next time I noticed the two of them, she was talking and he was behind her. I saw him cast a spell. I didn't know what it was, but it just didn't seem right, casting a spell on her when she wasn't looking. I cast Dispel Magic on her and from her reaction I could tell that I had done the right thing. He ran and seemed to literally disappear into the crowd. She was very distraught so I spend some time comforting her. That's when we both saw 'her' jump off the top of the stairs, followed close behind by that one" he points to Ula who is still holding the old man down "I really do have to get back to my friends, but I hope she's okay and you're able to figure out whatever is going on"
As far as you can tell he's telling the truth.
At the top of the landing you see one of the waitresses talking through the door. Ula is still holding the old man down when Theran arrives. Soriah is also there. You don't see Dyumi anywhere. Imra is sitting at a table with a Gnome woman near the bottom of the stairs.
You notice Dash, the half-Orc Ula said was acting suspicious and you see what Ula was talking about. He continues busing tables and sweeping but whenever he thinks no one is looking he disappears through the door to the private gaming rooms, like the one where you met 'Raskin' never for long, maybe 10 minutes at a time before he reappears.
Ula continues to hold the old man down as they acknowledge Theran. "I am absolutely not trying to kill this poor old man." They lean down and whisper a menacing 'Yet' in the man's ear before continuing. "He was injured due to my recklessness, so I carried him here so his wounds could be tended to. But I worry that his head was injured in the accident. Not only is he trying to get up and walk away already, with two broken ankles, but it seems he may have taken an item off my person in my attempt to bring him here. Something I'm sure he would never do in his right mind, of course."
Ula doesn't have much hope of persuading Theran that this is a totally innocent situation, but will still put on their most winning smile and concerned expression to give it a valiant attempt. The old man looked pretty genuinely distressed. It was just Ula and Arden Ross a.k.a. Breastplate who carried to old man. Arden went back to rejoin his friends but you can still see him sitting at a table.

Imra nods to the server, "Id like one Elven Blackberry Wine please.... and a pitcher of milk and a large dinner platter." Once the server has left Imra looks back at Lili.

Ula will make a show of raising their hands and stepping away from the old man to give him some space, while trying to position themselves so they can see more of the room. I believe the See Invisibility effect of the ring should last for an hour, so they will take another look around the room, including around the old man, for any signs of not-Soriah, the envelope, other suspicious people, etc. [Perception: 10] They'll also try to catch the eye of any of their companions that they can see, and try to gesture for them to come over.
