"I can work on the rope." Hugh takes his rope out and forms a hondo. He slips under the water and tries to get under the the bell and then to slide the rope around the clapper.
Sly looks at what Hugh is doing with a profound sense of foreboding.
"I have reason to believe that ringing this bell might cause the water to rush out in great quantities. We may wish to secure ourselves lest we invite disaster."
The wizard dives down to about 5 feet distance from the floor and uses her rope to bind herself to one of the wooden arms. She leaves 15 feet of rope as margin to be able to swim back up and get some air.
Eggo Lass shares Sly's trepidations. "Or perhaps we'll get a bit of breathing." she proffers. (But your idea seems pretty likely.) she adds telepathically in private. She looks over to Hugh, "Whenever you're ready."
Hugh tugs the bell's rope and it sounds. At first, nobody seems to notice anything different, except Hugh, who feels a tingling sensation travel down the rope and into himself. Hugh, make a DC 11 Wisdom saving throw against magic.
You resist the tingling feeling and allow it to instead just wash over you and disappear. You're not too confident, but since nobody else seemed to get the same sensation as you did, you think that whoever rings the bell has a spell put on them, which you managed to overcome since you didn't expect it. You also conclude that now you're familiar with the effect of the bell (but not the spell it casts), you could willing submit to having the spell be put on you. [OOC: You can choose not to make a save the next time you ring the bell if you want the spell to be cast on you]
This post has potentially manipulated dice roll results.
[That would be interesting.]
Dropping the rope, Hugh walks over to the 'drain' and looks down it, and takes a good look around the room, checking for anything interesting that was hidden below the water line.
Sly watches with trepidation as the bell is rung, but doesn't see anything happening as a result. Curious. Slightly dissapointed, she unbinds herself and swims closer to the others that are inspecting the drain, going up to the surface to regularly catch air.
The tiefling is cursing all the while. 'Why does there have to be so much water!'
Hugh doesn’t notice anything particular about the rock from which the water is beginning to flow into. It just seems to be a loose rock in the wall that could potentially be removed.
Oh boy. You feel the tingle rush up the rope and into you, and it spreads throughout your body, bringing alarming changes to it. You begin to shrink, your arms and legs pulling into your body as your neck contorts back into you, your eyes growing bulbous and your teeth jutting further out from your jaw, sharp as knives. Your arms and legs eventually pull so far into you that they disappear, your fingers sticking together to form flippers of some sort, and your legs twisting and knotting themselves into the shape of a tail. Your equipment starts to meld with your skin and is coated in scales, until eventually you are fully Polymorphed into a Quipper.
Sly swims up to the bell, inspecting the statue that holds it. She tries to read the plaque attached to the wooden construction.

Hugh successfully attaches the rope to the bell, and Sly reads the plaque. She can't decipher the Orc, but can just make out the Common.

So Sly has secured herself and Hugh has attached a rope to the bell’s clapper but hasn’t rang it.

Once Hugh gets conformation from everyone he pulls the rope and slams the clapper against the bell.

This is a signature. It was a simple signature. But it has been upgraded.

The same sensation that overcame Hugh overcomes you but fades. You can now choose to forgo the saving throw next time you ring the bell.

Oh. I was not expecting that. I immediately begin swimming as fast as I can through the area where the water is draining, gurgling.
