Most spells require the chanting of mystic words. The words themselves aren't the source of the spell's power; rather, the particular combination of sounds, with specific pitch and resonance, sets the threads of magic in motion. Thus, a character who is gagged or in an area of silence, such as one created by the silence spell, can't cast a spell with a verbal component.
I think the bolded part is key for Thri-Kreen casting. And if you take the wizards rules for copying spells into account it’s not about copying exact words and gestures, but interpreting the original source and finding your own sounds and gestures that you make your own. So that’s what Thri-Kreen do with their clicks etc….

The forum mods will often come down on you like a ton of bricks for posting content they decide is copyrighted material of WOTC, without regard for things like "but this content is already on the site" or "this is covered by fair use", so it's fundamentally unreliable to try and post content like Sposta is referring to - a mod might come along at any point and eat your post (and, of course, give you demerit points).
