I created a new campaign for my friends and I made the mistake of letting my characters make their character in peace. When I begin my session, I see that (by the way, there are three people in my campaign.) that one of my characters is a halfling, that has the lucky feat and is a divination wizard, I also see that everyone took the lucky feat. How do I make it so that every fight isńt a slog.

Jokes aside, you say divination wizard instead of diviner, that makes me think we are talking 2014. Lucky feat works only 3 times a day, characters often make more than 3 d20 rules in a single encounter. Potent requires rolling at start of the day and is not a re-roll, it is replacing a roll with a pre-existing dice. Halfling getting a 1 is only a 1-in-20 occurrence, unless there is disadvantage (where it's more like 9.75%), I agree with jl8e, I don't think when you're running 4 encounters per day that you'll be seeing re-rolling that commonly any more, perhaps in Tier 1 it's an issue but it should die down a bit by Tier 2 as the party spreads out their abilities over the day.
If we are talking 2024, then lucky was nerfed since it became an origin feat and it needs declaring in advance of the D20 roll. Also it's an amount of times equal to PB, at level 2 they'd only have 2 charges per long rest.
If it becomes too much of an issue then talk to the table and say as DM there is too many lucky feats for you to be keeping track of and you'd appreciate it if people switch to a different feat or ASI. The game is meant to be fun for everybody after all, just as much as there is no point playing in game that is not fun to play, there is also no point DMing a game that is not fun to run.
Some players love the randomness of the game and some players are more engaged with the part of the game where they make decisions for their characters. For the latter, it can be very disappointing to feel like you made all the correct decisions but still failed due to the dice.
You are not the enemy of your players, you just play the enemies of their characters. They are telling you the type of game they prefer - give them choices. And let those choices drive the game forward. There will still be plenty of randomness in the game.
And honestly, turning hits into misses speeds up combat rather than slowing it down. Rerolls only slow the game down if players forget and then try to retcon their action later. Just draw a hard line - once your turn is over it's over.
Ok, thanks, I talked to them and they just want the most rolls, I said that's fine if you want to just focus on dice, but some of my enemies will have the same ability as him, he was fine with that.
I hear your concerns but don't think it will bog down your game. I certainly wouldn't look for ways to counter their abilities but embraces them as they were pick to be fun for your player characters. Last time i played a Diviner or had Lucky i had a lot of fun rerolling or replacing rolls even though it happened on a small fraction my rolls total.

I forgot to mention that they start at level four.
If you want to avoid them using lucky all the time, give them more fights between long rests.
Also don't let them declare lucky after the roll. They'll either use it less or use it up quickly.
(I'm unconvinced that it's really going to be that big a drag on the game, anyway, but you're the one at the table.)
