A DM that is comfortable with a swarm of bugs carrying the rogue, but not comfortable with a horse carrying the rogue, is.... certainly a very particular sort of DM.
Since this would happen outside the scout's turn, I don't think it really falls into the same category.
Yea Steady-Aim only restricts movement on ones own turn.
The mount example also happens off the rogue’s turn, so I’m not sure the discussion is particularly rooted in RAW anymore. It’s about, philosophically, what people think should be allowed or not.
The rogues damage profile is a little bit different than what’s been talked bout here so far. The rogue is wonderful at single target damage, but it’s value comes from being able to duel wield light weapons or in some other way gain a bonus action attack. The play of a rogue is a bit more tactical because with this strategy the player has to choose between safety of disengage or taking a second chance to get their sneak die. The Lack of a static modifier on the offhand attack doesn’t matter nearly as much since the majority of a rogues damage comes from the sneak die.
there’s also the interesting damage curve when compared to fighters or other classes that make use of -5 attack for +10 damage mechanics in regard to higher AC. The rogues damage when dual wielding doesn’t drop off nearly as much as other martials when facing higher AC creatures.
This is partially why the soul knife is one of my new favorite rogues. It basically gets built in two weapon fighting mechanics that aren’t two weapon fighting specifically, so you can do other interesting things with it. A soul knife that goes for the gunner feat gets the advantage of not getting disadvantage on ranged attacks made within 5ft of an enemy, but is also a half feat so potentially rounds out your dexterity for a higher mod. Soul knife doesn’t need crossbow fighter as it gets 60ft psychic throwing knives which is a farther range than a hand crossbow anyways. Being able to add a psi die to a missed attack to make it hit is pretty awesome too, especially with sneak attack.

It's a moot point if you have a Horse Tail of Swatting in your inventory.
I believe that RAW would be Free Action Stand from Crouch, Bonus Action Steady Aim, Action Fire, End Turn in current position. Next Turn, Bonus Action Steady Aim, Action Fire, Free Action Crouch Down. So in an instance where the Rogue is behind an over turned table, crouched completely obscured. The Rogue starts in Full Cover, Stands to half cover, aims and fires. Stays in half cover until start of next turn. aims, fires the. ducks behind table and stays in full cover until next turn. Rinse and Repeat.
Also puts a lot of faith in that GMs wouldn't consider that "Free Action Crouch Up/Down" as being movement. If I had that table I'd probably gone with "Hide" instead...
I had a player who tried to use Steady Aim while treading water. I had her make an athletics check with a high DC to see if she could work her core muscles to keep her stable.

I find it hard to understand someone equating the act of unbending your knees as being closer to the time you move 30 ft and not closer to the time it takes to open a door. Bending and unbending your knees each one should be a free action. Meaning you could do one of them per round.
forgive me if this has already been brought up, I've not read all the replies, just most of them, but I am a lot less concerned about movement issues regarding this feat than I am that it does not specify the use of a ranged weapon.

Thats because it is useable with either melee or ranged attacks. Think you don’t aim a sword blow?
Sure, watch any martial arts competition where they attack objects. They always spend time first lining up the shot.
Melee is marginally easier than ranged because you can modify the damage-dealing mass's route as it travels, but by the same token you can accidentally modify it when you didn't mean to. Regardless, there's a whole lot of benefit in aiming your strike first if you can.

The attack is part of that 6 seconds. And just because you aren’t “moving” doesn’t mean you are standing stock still either. The reason Dex is added to AC is because of stuff like ducking. Remember, everyone’s turn in the same round is the same 6 second interval. So you’re juking and jiving and ducking and feinting the whole time. You haven’t “moved,” but it’s not as if you just stand there the whole time like it’s a JRPG.
But the swarm is only moving the rogue 5 feet, and the rogue is giving up an additional 1d6 of damage in order to move that tiny distance :)

Why would you need to stand? You can do any kind of ranged attack from a crouch...
Being prone give you Disadvantage on attack rolls.
